Softić: BiH delegation will receive training at MIT and Lincoln Laboratory

SARAJEVO, March 4 (FENA) - Expert Advisor at the Operational and Communication Center 112 of the BiH Ministry of Security Mirnesa Softić is the first woman to receive the medal of the Knight of the International Order of the International Civil Defense Organization.

As a member of the BiH delegation, she will travel to Boston, where she will be educated about the software platform that is already in use in certain US states and Australia for communication in the natural and other disasters and in search and rescue operations.

In an interview with FENA, Softić, talking about the project "Advanced Regional Coordination in Cases of Disaster in the Countries of the Western Balkans", said that its purpose is to produce and implemented a system for improvement of communication and exchange of relevant information between different participants in the protection and rescue system in situations of natural or other disasters in BiH and the Western Balkan countries.

The aforementioned application provides assistance in communication between rescue teams on the ground and operational centers that are there to coordinate everything.

The technology used in this project largely relies on a software response platform named "Next Generation Incident Command System – NICS".

The NICS Software Platform has been developed in the United States in partnership with the prestigious US University MIT and the Lincoln Laboratory (United States), the United States Department of Homeland Security and the Federal Research and Development Center in the United States.

"The system is designed to use different levels of mapping, which enables real-time communication of rescuers and operational centers which coordination the tasks," said Softić.

The NICS system has already integrated the landmine suspected areas in BiH, as well as mountain routes, data on hydrological stations, drinking water sources, data from the FBiH Institute of Geology and so forth.

"Last year, NATO exercise was held in Tuzla where we tested this system as a support to teams from Bosnia and Herzegovina, Croatia, Macedonia and Montenegro who are partners in the project," said Softić.

The NICS system was tested and used in real situations during the fire season, and in the search situations involving the persons who drowned in Miljacka River in December 2017.

The project is supported by the NATO's Science for Peace and Security Program (SPS) and the US Department of Homeland Security (DHS).

"The project lasts four years, and we are at the beginning, and I hope we will achieve significant results by the ending of it and that the application will become a tool that will be used on a daily basis in rescue operations," said Softić before departing to Boston.
