RCA: BiH only European country without digital broadcasting

SARAJEVO, March 6 (FENA) - Bosnia and Herzegovina is the only European country that has not introduced digital TV broadcasting and the deadline was passed back in 2015, said today the participants of the round table “Switching from analogue to digital terrestrial broadcasting – how to move forward?” in Sarajevo.

Director of BiH Communications Regulatory Agency Predrag Kovač said that they were trying to revive this process and bring it to an end, which, he admits, is a rather optimistic statement.

“Multiplexes A and B are under the authority of public services and for over a year now there has been no progress in the establishment of a multiplex operator in BiH, which would be given permission by the RCA to start digital broadcasting,” Mr. Kovač added.

He pointed out that the Digitalization Strategy adopted in BiH, states that at least six months before the analogue signal is shut down, the RCA has to announce a competition for the assignation of multiplex C to an operator, in which he sees the possibility of the end of the current deadlock suffered by the commercial broadcasters.

Assistant Minister of Transport and Communications of BiH Vlatko Drmić said that the Ministry has, together with public services, initiated the process of procurement of digitalization equipment, but the problem is the complaints that were filed.

He specified that multiplexes A and B were intended for both public and commercial services and that they expanded their capacities to a total of 32 channels, leaving 29 channels for commercial broadcasters.

“The problem is the establishment of a price list that the board of the system has submitted to the RCA for approval, which the RCA has not done yet,” Mr. Drmić said.

BHRT General Manager Belmin Karamehmedović emphasized that this broadcaster was fully committed to establishing a network operator as soon as possible, as predicted by the decisions of the BiH Council of Ministers and RCA, and that BHRT was in no way dragging this process.
