BAMIN Network: Message is clear, crime does not pay

SARAJEVO, March 20 (FENA) - The Balkan Asset Management Inter-Agency Network (BAMIN) meeting is being held today and tomorrow at the Sarajevo-based Hotel Emiran doo, which was temporarily seized by a decision of the Cantonal Court in Sarajevo, and which is, under the Law on the Seizure of Assets Illegally Acquired through Criminal Offense of the Federation of Bosnia and Herzegovina, managed by the FBiH Agency for the Management of Seized Assets.

The BAMIN Network consists of government agencies from eight Western Balkan countries that are responsible for managing and disposing of assets seized in criminal proceedings in the fight against all forms of crime.

Its members are Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, Serbia and Slovenia.

Today's meeting is attended by the representatives from the Agency for the Management of Seized Assets of the Republic of Macedonia, Director Fafon Asani, who is chairing this year's BAMIN Network, representatives of the Kosovo Agency for the Management of Seized and Confiscated Assets Alban Šutaj, Andrea D'Angelo and Jill Thomas from the BAMIN Network Secretariat, the Agency for the Management of Seized Assets of Republika Srpska and the Director of the FBiH Agency for the Management of Seized Assets Agency Kenan Kapo.

According to Mr. Kapo, the purpose of this meeting is the preparation of the agenda for the annual meeting of all BAMIN Network members that will be held in June in Macedonia, as well as the identification of the areas that will need to be taken into account.

"The meeting discusses the exchange of views and experiences, as well as the improvement and advancement of international and inter-institutional cooperation of all bodies in the region that manage assets seized from organized crime and other forms of crime," Mr. Kapo said.

He said that the Agency currently manages 15 million KM of seized assets, emphasizing that there are two types of confiscation, one is the blocking of the assets when they remain in the possession of the owner and the other is physically seizing the assets.

He added that they advocate that the assets are returned to social flows in order to send a very clear message that crime does not pay.

Jill Thomas from the BAMIN Secretariat noted that this is the first network in the world that focuses on the management of seized assets.

"It is very important to find these assets and confiscate them at the end of the process, but if these asstes are not monitored and if they are not managed, then there is no value left at the end of the court process," Ms. Thomas said.

All participants agree that great progress has been made in the exchange of information in various forms of seizure, takeover and management of various forms of assets, whether they are real estate, business shares, businesses, cash, movables, and other forms of property.

The FBiH Agency for the Management of Seized Assets will chair the BAMIN Network in 2019 and host the conference which will include the current members of BAMIN Network, as well as the future member countries of this network.
