Zvizdić: We are fully committed to Bratunac-Ljubovija project

SARAJEVO, March 21 (FENA) - Chairman of the BiH Council of Ministers Denis Zvizdić, responding to the delegate question asked by Sredoje Nović regarding the border crossing between Bratunac and Ljubovija at the session of the House of Peoples of the state parliament, said that the Council of Ministers and all the institutions of BiH were strongly committed to as quick as possible realization of this very complex project.

Delegate Sredoje Nović asked when would all administrative obstacles for the construction and establishment of a joint crossing between Bratunac and Ljubovija be removed and who was responsible for the delay on the BiH side.

Chairman Zvizdić said that this project consists of the construction of an infrastructure project, which is the Bratunac-Ljubovija bridge, starting from the access roads, the establishment or realization and signing of two agreements that should follow the establishment of such a border crossing and finally the construction of the terminal and all other accompanying objects in accordance with the categorization of the crossing itself.

He stressed that he promises that neither the BiH Council of Ministers nor any institution of the Council of Ministers in any way hindered this process, but on the contrary "we were the initiators of the acceleration of all procedures related to the whole project we call Bratunac-Ljubovija".

“A key priority in this project is the achievement of an interstate agreement on the categorization of border crossings since there is no border crossing between Bratunac and Ljubovija in the current agreement that exists between Bosnia and Herzegovina and Serbia and Montenegro at this moment and at that time. This agreement was prepared by BiH. We had at least three interventions or demands from the Ministry of Security to appoint members of the Government of Serbia in the joint mixed commission, which so far has not been done,” said Mr. Zvizdić.

He said that that is precisely why he had done a couple of conversations in the last 15 days with the Prime Minister of Serbia in order to speed up the process.

“On the other hand, BiH's intention is that this crossing is of international character for the traffic of people and goods, which means that the terminal will have phytosanitary and all other components. Our full commitment to this is illustrated by the fact that we have secured 11 million KM for this project. This money stands ready, and the technical documentation for the construction of the transit terminal and all other accompanying facilities is also ready,” said Mr. Zvizdić.

He added that a proposal of the agreement between BiH and Serbia in terms of categorization of the border crossing was also ready.

According to him, a few days ago an agreement was reached between the Indirect Taxation Authority and the Ministry of Transport and Communications of RS regarding the details of the agreement, especially in relation to Article 7 that dictated property-legal relations and the location itself.

“Rest assured that we are fully committed to this project,” concluded Mr. Zvizdić.
