OSCE presents guidelines for identifying discrimination in BiH education system

SARAJEVO, March 21 (FENA) - The guidelines for identifying discrimination in the field of education in Bosnia and Herzegovina were presented today in Sarajevo.

With the support of the OSCE, the document was created by a working group that gathered representatives of the competent education ministries from all over BiH.

The document contains basic assessments, opinions and recommendations and points to the fundamental problems and obstacles that cause discrimination in the exercise of the right to education, and recommends how to successfully tackle discrimination in this area.

Head of the OSCE Mission to BiH, Ambassador Bruce G. Berton, said that the OSCE is cooperating with all the institutions with the aim of achieving quality education in BiH and creation of proactive atmosphere in schools.

“The document presented today is a valuable resource, and a step forward in the fight against discrimination in schools which is a phenomenon that we all have to stand up against,” he added.

Berton said that the experts involved in the document making have made an enormous effort, and has called on education institutions as actors in the process, obliged to combat discrimination, to accept and implement these guidelines.

Minister for Human Rights and Refugees of BiH, Semiha Borovac emphasized the main goal - creating equal conditions for all, without discrimination, especially in education.

“These guidelines are an important document and a tool for professional and objective means of recognizing forms of discrimination in the education system, but also the ways to overcome them. I firmly believe that the document will be fully implemented in the BiH education system,” said the minister, among other things.

The guidelines are not a legally binding document, but they rather contain recommendations to help protect the rights in education, said Zlatko Brkić, also one of the experts involved in the drafting of the guidelines.

The guidelines for recognizing discrimination in the field of education help the realization of the OSCE Mission to BiH, to help the education sector in BiH, to contribute to the creation of an inclusive and safe environment in schools with full respect for the ethnic diversity of Bosnia and Herzegovina.
