SARAJEVO, April 23 (FENA) - President of the Federation Council of Federal Assembly of the Russian Federation Valentina Matviyenko said today during her address before the deputies of the House of Peoples of the BiH Parliamentary Assembly that her country sees no reason for amending the Dayton Agreement, “especially if someone outside of BiH insists on it.”

Matviyenko emphasized that the Dayton Agreement is an alpha and omega of the future of Bosnia and Herzegovina, its constituent peoples, entities and all citizens.

“Russia favors stability, peace and security in BiH, because these are the Russian tasks within the Peace Implementation Council in BiH,” said Matviyenko.

She added that it is an opinion of her country that BiH needs reforms of the Constitutional Court, the Court of BiH and the Prosecutor's Office of BiH in order to be more efficient and independent, and “that the imposition of solutions coming from outside cannot lead to compromise.”

Matviyenko underlined that it is time for OHR to leave BiH and put an end to the protectorate, “because it is humiliating for BiH citizens who need to decide on the fate of their own country.”

According to her, it is not good that the great powers force ultimatums before other countries, making them choose either the EU or Russia because this should be an independent decision of those states and peoples.

“We in Russia are convinced that every problem in BiH can be resolved in a rational way, and we will always support that,” said Matviyenko.

She also said that Russia is happy that Bosnia and Herzegovina wants cooperation and “especially respects the principled refusal of BiH to join in the unlawful and unnecessary sanctions against her country.”

Matviyenko emphasized that the deepening of ties with the countries of Southeast Europe is one of the priorities of Russia's foreign policy, and that the Balkans is not only a geographical concept because “we are bound by long common history, culture and language, as well as the feeling of friendship and mutual understanding.”

Matviyenko again pledged for improvement of economic, cultural, scientific and sports cooperation between BiH and Russia, for which there is great potential.

She also underlined that “Montenegro’s membership in NATO happened despite and against the will of a large number of citizens of that country which is not democratic act at all but a violation of integrity and sovereignty.”

Matviyenko added that a similar scenario awaits Macedonia.
