Kremić: All statistics institutions in BiH will be under one roof

SARAJEVO, April 24 (FENA) - The FBiH Statistics Institute together with the other two statistics institutions in BiH, in cooperation with the European Union, is working on a project of reforming the statistics system in BiH, which is implemented by Statistics Denmark.

The project encompasses several areas of statistics with the ultimate goal to continue the process of harmonization of statistics with European methodologies.

It is important to emphasize that this process of harmonization is a continuous process when it comes to statistics, because the European methodologies and regulations themselves are constantly changing, confirmed Director of the FBiH Statistics Institute Emir Kremić.

“However, in addition to methodological, essential changes are also important, because we have the decision of the High Representative Paddy Ashdown from 2002 that prescribes, and which has not been fulfilled so far, that the statistics institutions should start the merger processes so that they all come under one roof, as it was done with the BiH Indirect Taxation Authority and the Intelligence and Security Agency of Bosnia and Herzegovina (OSA). I expect the European Union, in the spirit of what Europe is, to help us obey the judgments and decisions of the BiH Constitutional Court in order to harmonize ourselves as soon as possible for the benefit of all our citizens, taxpayers and investors, into one statistical system, so that all data in BiH can be collected, processed and distributed in a simple way,” Mr. Kremić explained.

In his words, in order for the substantial implementation of the High Representative's Decision to happen, statistics would not have the problems that it is facing today.

“If this Decision had been previously implemented, we would have a national and regional gross domestic product (GDP), a unique methodology, we would not waste time negotiating a process for the implementation of the population census or the forthcoming agricultural census and many other problems we have faced. I expect the EU Delegation to BiH to work with us on essential changes in this process. Last week, we had a meeting on the reform project and it seems to me that it is going through a course of least resistance. For the sake of resolution, I consider that the Peace Implementation Council (PIC), which with the then High Representative Ashdown adopted the Law on Statistics of BiH, should be made aware that the High Representative's decision points have not been implemented. The BiH Constitutional Court confirmed that they were important with its decision regarding the Law on Statistics of BiH. Therefore, the statistics needs essential changes,” Mr. Kremić said.

“I must point out that all the information we receive and process is subject to review and control by international experts, in particular EUROSTAT. Also, we compare our data with the data of the International Monetary Fund (IMF) or the World Bank and our estimates follow theirs in all segments and vice versa. So, everything is subject to control and verification, and everything is public,” Mr. Kremić concluded in an interview with FENA.
