BiH PA Constitutional Committee reject proposal of SDS to amend the Law on PBS

SARAJEVO, September 3 (FENA) - Members of the Constitutional Committee of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina did not support the amendments to the two laws regulating the functioning of the Public Broadcasting System, which envisaged that the services should be financed from the budgetary institutions.

This was a proposal by the caucus of the Serb Democratic Party (SDS), but the Committee found that there was no compliance with the Constitution of BiH and the legal system.

The SDS said that they proposed such a solution because the previous method of financing was not just from the point of view of discrimination of citizens and various ways in which the entity judicial institutions behave towards the obligations to pay RTV tax, along with different court practices.

“In addition to this, public broadcasters have not acted act as a service for all citizens, but primarily as a service to individual ruling parties in the entities, and the citizens and opposition parties criticizing the work of the government have not been allowed proportional representation in their program with political content,” said the SDS.

The Draft Law on Amendments to the Law on Excise Tax in BiH proposed by the Caucus of the Independent Bloc is in line with the legal system and the Constitution of BiH, it has been decided by the Committee today, and these amendments foresee a reduction in excise tax on oil and petroleum products.

Chairman of the Constitutional Committee Damir Arnaut (Alliance for a Better Future - SBB) announced today that as a member of the BiH PA delegation to the Parliamentary Assembly of the Council of Europe, he will inform the rapporteur for BiH of all the facts concerning non-enforcement of the European Court of Human Rights judgments in the cases ‘Sejdić and Finci’ and ‘Pilav’.
