Register of Taxes and Fees in FBiH presented today as part of USAID FAR project

SARAJEVO, March 13 (FENA) - The Register of Taxes and Fees in the Federation of Bosnia and Herzegovina, which was created in cooperation with representatives of the United States Agency for International Development (USAID), was presented today in Sarajevo as part of the Fiscal Sector Reform Project.

The presentation, organized in cooperation with the USAID project and the CPI Foundation, was an opportunity for more detailed review of activities in the context of establishing a legal framework, focusing on the necessity of adopting the law on the register of taxes and fees in FBiH, strengthening transparency, financial discipline and responsibility in the field.

Director of the Economic Development Department of USAID Mission to BiH Andrew Boegel told reporters that the activities undertaken in the mentioned area are aimed at improving the business climate in Bosnia and Herzegovina and attracting foreign investments, and that business entities need to know precisely which taxes and fees are to be paid.

“The taxes and fees register in FBiH is not yet fully in force and therefore we are here today to discuss the adoption of the law on the register of taxes and fees in FBiH),” Boegel reminded, saying that tax revenues in the last few years have increased enormously in BiH, by more than 360 million KM.

He pointed out that the USAID mission is listening to the needs expressed by economic entities in BiH, bringing it into the context of the 'Reform Agenda in BiH' and the need to reduce the burden on businesses, as well as to review flows in the public finance sector, and the need to inform the public on where the money collected from fees is allocated.

The significance of introducing full transparency in this area of ​​collcting the taxes and fees was pointed out by USAID's head of FAR project, Mark Campbell, reminding of the importance of introduction of full transparency in this sector and, with that goal in mind, that they managed to achieve close cooperation with the FBiH Ministry of Finance on drafting the first version of the Registry of Taxes and Fees, which, in the meantime, was published on the official website of that ministry.

At the same time, Campbell explains that this Registry was passed by the Government of FBiH in November 2017, and that now it is necessary to adopt a law that will give legal force to this act, so that citizens and business entities will be better informed about the fees they need to pay.

According to the organizer of the presentation, the goal of adopting this law on the register of taxes and fees is the establishment of legal certainty, transparency and predictability of prescribing taxes and fees, as well as ensuring and protecting the integrity of taxpayers in FBiH.
