SARAJEVO, March 18 (FENA) - Leaders of the Party of Democratic Action (SDA), the Croat Democratic Union (HDZ) of BiH and the Alliance of Independent Social Democrats (SNSD) agreed today on a declaration in Sarajevo listing the principles of forming government at the state level, but did not confirm that a new convocation of the Council of Ministers of BiH would be constituted by the end of March, nor have they discussed the allocation of the individual ministerial positions.

President of SDA, Bakir Izetbegović requested that a broader party delegation be present at the next meeting to discuss the allocation of the departments. As he told reporters after the meeting, he would like Bosnia and Herzegovina to get a new Council of Ministers' convening by the end of this month.

According to Izetbegović's claims, as far as SDA is concerned, this can be done very quickly, while the participants in the next round of negotiations, other than his party, could be two or three representatives of the BH bloc.

SNSD leader Milorad Dodik emphasized that it is not possible to form a new Council of Ministers by the end of the month, that is, until the visit of European Commissioner for Neighborhood Policy and Enlargement Negotiations Johannes Hahn.

Dodik argued that SNSD would not change its attitude towards NATO just to be part of the Council of Ministers, and that SDA “has not softened its position regarding the issue of the membership of Bosnia and Herzegovina in NATO.”

Dodik noted that the chairman of the future Council of Ministers should be a Serb, while out of nine of the ministries, three should belong to Bosniaks, three to Serbs and three to Croat representatives, and that a session of the BiH Presidency would be held at the moment when all the agreements are made.

HDZ BiH leader Dragan Čović, in addition to having confirmed to the press after the meeting that a they agreed on a joint declaration, said, without getting into details, that it consists of 11 items, and that everything contained in it is in accordance with the Constitution and the existing laws.

The meetings of the three political leaders was held in the BiH Presidency building behind closed doors, and another meeting of these delegations has been announced for next week.
