FBiH Employers’ Association: None of our requests have been respected

SARAJEVO, July 22 (FENA) - The Managing Board of the Association of Employers of the Federation of Bosnia and Herzegovina at today's session in Sarajevo did not support the draft of a new law on VAT, prepared by the Indirect Taxation Authority of BiH and sent it into public debate.

The proposed solutions, concluded the members of the Association, are not in the interest of increasing the companies’ liquidity and improvement of the business environment, nor will they contribute to better regulation of indirect taxes and revenue growth.

“The key thing we asked for is to move the deadline for paying VAT from the 10th to the last day of the month. We even suggested so that there would be no impact on the state's liquidity to do so gradually, let's say every month we move that deadline for a day or two. Also, we proposed for small enterprises and businesses that collection and tax refunds go according to the collected but not issued invoices,” said Adnan Smailbegović, President of the Managing Board of the Association of Employers of FBiH.

Director of FBiH Employers’ Association Mladen Pandurević stated that two of their requests have been partially acknowledged, but none of the important ones.

He referred to the fact that the Indirect Taxation Authority of BiH, as the reason for the new VAT law, named "the harmonization of the provisions with the EU Directives on indirect taxation".

“This cannot be the reason for passing a new law and to behave like taking things from a buffet, only what suits you and not take into account our proposals that are in line with the directives,” Pandurević stressed.

Another criticism that, as he noted, that should be amended in the law, is that Bosnia and Herzegovina is the only country in Europe in which foreign transporters do not pay VAT, while at the same time domestic ones do.

At today's session, members of the Managing Board of the Association of Employers of the Federation of BiH expressed their expectation that the FBiH Parliament would soon schedule sessions to discuss the laws proposed by this association within the "20 + 5 + 6 Initiative" for the improvement of the business climate.
