Komšić: ANP has shifted from technical to crucial political issue

SARAJEVO, August 20 (FENA) - Bosnia and Herzegovina Presidency Chairman Željko Komšić told reporters in Sarajevo today, after both sessions of the BiH Presidency were canceled, that the Annual National Program (ANP) has shifted from a merely technical to a crucial political issue in the country.

The regular session of the Presidency of Bosnia and Herzegovina has ended before it even began, and the agenda was to consider adopting the Annual National Program (ANP), a document requested by the North Atlantic Treaty Organization (NATO) in order to activate Membership Action Plan (MAP) for BiH.

Komšić confirmed that the ANP was removed from the agenda prior to the session because there was no agreement on the document.

“Regarding this issue, it was also decided to cancel the extraordinary session of the Presidency, at which the appointment of a new chairman of the Council of Ministers of BiH was planned,” explained Komšić.

The document also became a stumbling block among political leaders, that slowed down the process of state-level government formation following the parliamentary elections held in BiH last October.

Komšić said the sessions were canceled in order not to override the vote since he and BiH Presidency member Šefik Džaferović would vote for the ANP, while Presidency member Milorad Dodik would oppose raising the issue of vital entity interest.

“Then this issue would be discussed at the session of the National Assembly of Republika Srpska, and if you doubt what the outcome of this would be, just remember what the scenario was about the Pelješac bridge issue,” he said.

Consequently, in an extraordinary session, Komšić and Džaferović would vote against the appointment of Zoran Tegeltija as the new chairman of the BiH Council of Ministers, Komšić stated.

“There is no need to do this because once you dismiss that person at the BiH Presidency session then you eliminate him for that function. We tried to leave the door open with all the tensions, but we will see what will happen,” Komšić added.

He announced that they will try to find solution in the coming period in order to continue the process.
