Dodik: Convening of the new Council of Ministers is being continuously blocked

EAST SARAJEVO, August 27 (FENA) - Member of the Presidency of Bosnia and Herzegovina and leader of the Alliance of Independent Social Democrats (SNSD), Milorad Dodik, said today after the BiH Presidency session was not held once again that “there are continued blockades in BiH when it comes to the appointment of the new Council of Ministers.”

The appointment of Zoran Tegeltija (SNSD) as the new Chairman of the Council of Ministers of Bosnia and Herzegovina was the only item on the agenda of today's extraordinary session of the BiH Presidency that was canceled.

He recalled that all legal requirements for Tegeltija's appointment have been met, as the verification by the Central Election Commission (CEC) and the State Investigation and Protection Agency (SIPA) have also been finalized.

He emphasized that the signed agreement from August 5 does not condition the appointment of the new Council of Ministers with the adoption of the Annual National Program (ANP) requested by the North Atlantic Treaty Organization (NATO), adding that “it is only stated that there will be no prejudging on the issue of membership in the NATO.”

“Since the Chairman and a member of the Presidency Željko Komšić (Democratic Front - DF) and Šefik Džaferović (Party of Democratic Action - SDA) have called for the need to abide by the Constitution, laws and decisions of the state institutions, I urge them to check whether the Constitution states that BiH has jurisdiction over defense, finance, judiciary, the prosecution or security agencies,” said Dodik.

“The Bosniaks have usurped the rights of Croats because they allowed Komšić to be elected as a representative on behalf of the Croat people, and they have usurped the rights of Serbs, because 10 months after the general elections they do not allow Serbs to have legitimate political representatives in the institutions,” emphasized Dodik, adding that “we are currently in an institutional and political crisis.”

He expressed hope that another session on Tegeltija’s appointment would be convened by September 5, but that he would not be the one to call for a session again.

He also announced that he would make some moves on September 5 and “would not allow Serbs to be stripped off their rights,” as this is the deadline by which the leaders of the three political parties, Dodik, Čović and Izetbegović, pledged to form the state-level government.

Dodik said he was ready, he claims, to return to the BiH Presidency and to appoint, without any conditioning, the Chairman of the Council of Ministers of BiH, although, as he says, he could also place certain conditions, however, he invited everyone to find a solution.

Komšić and Džaferović have maintained true to their position that they would not support Tegeltija's appointment until the BiH Presidency adopts and sends the Annual National Plan (ANP) to NATO headquarters, and reiterated that otherwise they have no objections to Tegeltija's appointment.
