Co-financing programs in FBiH are more employer-focused

SARAJEVO, September 19 (FENA) - The Audit Office of the Institutions of the Federation of Bosnia and Herzegovina has conducted performance audit on "Managing Employment Co-financing Programs".

The subject of the audit were employment co-financing programs created and funded by the FBiH Employment Service and implemented in cooperation with the cantonal employment services in the period 2015-2018.

The audit results showed that effective management of employment co-financing programs was not ensured nor an assessment of the real effects of public money spent.

Each program was implemented for a long period of time, and none was realized in the planned amount.

It was also emphasized that programs were more employer-oriented, which made it impossible for unemployed to apply to most of them.

Criteria for employers' participation in programs have not been adequately established, which is why it happens that same employers use the program funds year after year without the obligation to hire a long-term unemployed person.

It was concluded that the management of employment co-financing programs should be improved in order to produce the desired effects for invested public funds and to ensure long-term employment.
