Zvizdić: The work of BiH PA and Council of Ministers are two separate matters

SARAJEVO, September 30 (FENA) - Speaker of the House of Representatives of the BiH Parliamentary Assembly, Denis Zvizdić, after an extended session of the Collegium said that he intended to continue talks on seeking modalities and solutions for the normal functioning of the House of Representatives of the BiH Parliament.

He added that he particularly insisted and emphasized the fact that the budget of the BiH Institutions is still pending adoption in the Secretariat, "which is 966 million KM, without which there are no capital projects."

"On more than one occasion, I cited the example of the Presidency's conclusion that we allocate three million KM for the Bratunac-Ljubovija bridge. This is not possible without the adoption of the budget of the institutions. There is no salary increase for police officers. We have 45 financial agreements on hold worth more than two billion KM in total,” said Zvizdić, adding that he felt it was very important to put aside political differences and start the work of the House of Representatives.

Members of the extended collegium discussed the matter today, and Zvizdić cited non-appointment of committees as a key problem, noting that it is impossible without the committees to hold a regular session of the House of Representatives to discuss laws and financial agreements.

“Without the committees we do not have the necessary preconditions for holding a regular session of the House of Representatives. We will continue to work to try to reconcile our views and to meet the demands of the caucuses, namely the Serb Club and the SNSD, which have not submitted proposals for members of the committees to do so, so that we could organize a regular session of the House of Representatives of the state parliament,” Zvizdić said.

He recalled that this was not the first time that the BiH Council of Ministers was in this situation, and that the same was the case in 2011 and 2012, when Nikola Špirić was in his position for 16 months.

“But the problem with today's situation is that the House of Representatives and the Parliament do not work, and that was not the case back then. Therefore, I believe we need to separate the work of the Parliamentary Assembly from the issue of the Council of Ministers of BiH or the work of any other institution, because in our Rules of Procedure these two issues are not related,” Zvizdić stated.

Asked to evaluate the relations between BiH and Croatia, especially after recent media statements by senior officials from both countries, he said that most of the statements we heard or witnessed over the past few months "were the result of the start of the election campaign in the Republic of Croatia, an attempt to gain voters or getting the votes from BiH in this case."
