CoE report - Local government system in BiH needs fundamental reforms

STRASBOURG, October 30 (FENA) - The Report on local and regional democracy in Bosnia and Herzegovina will be considered on Thursday, the third day of the 37th Council of Europe Congress of Local and Regional Authorities in Strasbourg.

Rapporteurs Lelia Hunziker of Switzerland and Carla Dejonghe of Belgium in their findings have reported little progress in implementing the earlier Congressional recommendations to the BiH authorities in 2012 and 2014, FENA’s reporter learns.

Although the two entities have separate and very different local government systems, the rapporteurs stated that there were serious common challenges: aging and population decline, growing rural-urban divisions, fragmented and often costly local administration, often inefficient management and distribution of natural resources.

“Both local government systems suffer from serious problems and are in need of fundamental reform. This conclusion is shared by most local government leaders,” the draft report said.

One of the conclusions is that local decision-making procedures are inefficient as local administration is often incompetent.

A ceremony marking the 70th anniversary of the Council of Europe is also planned for tomorrow.
