Čović: BiH Council of Ministers should be formed without conditionality

SARAJEVO, October 30 (FENA) - Speaker of the House of Peoples of the BiH Parliamentary Assembly and HDZ BiH President Dragan Čović said on a meeting with journalists in Sarajevo today, that the BiH Council of Ministers should be formed as soon as possible.

“The first item on the agenda is to appoint a new BiH Council of Ministers. We can do it right now. There is no obstacle for this, no prerequisite, except our own which we make to block the process,” Čović said.

Čović points out that the BiH Council of Ministers should be formed as soon as possible out of the parliamentary majority as the winner of the last elections.

“In no document are we obliged to condition the formation of the Council of Ministers of BiH, not even with the Annual National Program (ANP) for NATO,” he said.

As for the SDS and the majority, he says it is legitimate for everyone to seek their place.

“We advocate that legitimate representatives form the government, otherwise what is the purpose of elections. The legitimate representative of the constituent people is SNSD in this case, and we will not do anything without such access. The same applies to Bosniak parties. We have to be credible when it comes to such things. No matter how one plans it, there is absolutely no way to create a new majority. In the short term, yes, but overall no, because that is the decision-making system,” Čović said.

He announced that meeting between the delegations of the Croat Democratic Union (HDZ) of BiH and the Party of Democratic Action (SDA) will be held in Mostar on Thursday, November 7, and they will discuss the cooperation and electoral legislation. HDZ BiH President thinks that he will hold talks with the SNSD a week after.  

He also announced that he had scheduled the Collegium of the House of Peoples of the Parliamentary Assembly of BiH for November 14, and the possibility of a session of the joint collegium of both Houses of the Parliamentary Assembly of Bosnia and Herzegovina, where they would invite SNSD President Milorad Dodik and Šefik Džaferović from SDA as members of the BiH Presidency.  

Responding to questions regarding amendments to the BiH Election Law, he said he was convinced that the BiH Election Law should be changed slightly because he does not think that something big could be done in a short period of time.

As for the City of Mostar, he noted that next year there would be local elections and "that they should be held in Mostar." According to him, if it had not been for the last judgment of the European Court of Human Rights in Strasbourg, his position on this would have been the same.

“My position will be to negotiate as quick as we can. I think we have enough time to find some solutions as a minimum, to stabilize relations in BiH and to restore confidence,” Čović said.

“We will do everything to have elections in Mostar next year,” he said.

With regard to the BiH Election Law, Čović emphasized that their priority is to address the key provisions that need to be changed because of a series of decisions by the Strasbourg Court or because of the decisions of the Constitutional Court of BiH.

“As for Mostar, I will not put my signature anywhere where Mostar is divided by any concept, either by the banks of the Neretva river or as someone sees it as east-west, or six constituencies plus the central zone. That was the position of the HDZ BiH earlier and it will be today,” Čović pointed out.

His question is "why does anyone today require a certain document to form BiH Council of Ministers?"

“My position is very clear, we have to go further towards NATO, it is clear to me that we have to have a decision of institutions, which means we have to have consensus. As long as the representatives of the Serb people in the institutions of BiH are against it, there is no path. I have expressed my position very openly, so I do not see why would ANP would question the formation of the BiH Council of Ministers. These are two completely separate steps,” Čović said.
