SARAJEVO, November 3 (FENA) - The special status of Sandžak in Serbia, as a territorial-political community of equal citizens and peoples - comprising of Albanians, Bosniaks, Montenegrins and Serbs - constitutes the key to resolving all political and territorial disputes between neighboring states and peoples in theBalkans. It can and should be the nucleus of regional stability and cooperation, said the President of the Party of Democratic Action (SDA) of Sandžak, Sulejman Ugljanin.

Today, in Sarajevo, as a keynote speaker at the session of the Association of Independent Intellectuals, 'Circle 99' presented a proposal for the Special Status of Sandžak in the framework of the reform of the political system of the Republic of Serbia, created by the SDA of Sandžak.

Ugljanin recalled the concept of the Badinter Commission for the Permanent Solution to the Yugoslav Crisis, according to which the AVNOJ borders are recognized as the international borders of the newly emerged states in the former Yugoslavia - by establishing a special status for parts of the peoples who remained outside their home country.

The SDA of Sandžak submitted this proposal to the President, the Assembly and the Government of the Republic of Serbia, as well as to the President of the Parliament of Montenegro and other relevant stakeholders, international representatives, the European Union and the United Nations.

"The feelings of Sandžak citizens, especially Bosniaks, who perceive Bosnia as their nation-state is grounded in historical, legal and political facts.

Defining Sandžak as a separate territorial and political entity with legislative, executive and judicial power is a minimum for the biological survival and political existence of the Bosniak people in Sandžak," Ugljanin emphasized at a press conference.

Accordingly, he added, following this policy of peace, understanding, for a lasting solution to the Yugoslav crisis proposed by the Badinter Commission, Sandžak citizens greatly strive towards sovereign Bosnia and Herzegovina, which would define the status of Bosniaks and all other peoples living in Sandžak through bilateral relations.

"In that sense, Sandžak, as a community of equal citizens and peoples, would be a model for resolving all territorial and political disputes between states and peoples in the Balkans," Ugljanin concluded.
