Conference in Sarajevo 'Central Voter Register - Experience and recommendations'

SARAJEVO, November 27 (FENA) - The Central Election Commission (CEC) of Bosnia and Herzegovina, with the support of the International Foundation for Electoral Systems (IFES), organized a conference in Sarajevo on "The Central Voters Register - Experiences and Recommendations", where they exchanged experiences and ideas for improving the process of developing the Central Voters Register.

The procedures for voter registration in BiH are being analyzed, and the most significant part is devoted to the role of registry offices and competent agencies and ministries in relation to data relevant to the accuracy of the voter register.

With the aim of updating the Central Voters Register, participants emphasized some of the negative phenomena in practice in the so-called active voter registration process or, in other words, the problem of failure to delete the names of deceased persons from the voter register for various reasons, even in cases where the death is not reported or when the data do not coincide with the formal records of last recorded residence.

Representatives of the CEC and the Agency for Identification Documents (IDEEEA) of Bosnia and Herzegovina said that their institutions are updating information, but they are not its "owners", that is, they are not authorized for their content, such as police admirations are.

One of the solutions proposed by some of the participants of the conference is the improvement of communication, that is, the digital connecting of municipal registry offices with the ministries of interior.

The OSCE Mission to BiH presented how France has addressed similar problems since the 2014 reform when two important reports pointed to deficiencies in the country's central voter register, which is why some voters had problems even when they were registered for the respective polling stations because the registration was done in a bad way.

The electoral reform in France as a country with about 47 million registered voters, not counting those outside the country, resulting in the establishment of a single central register, i.e., automatic digital connecting of the competent institutions in the chain, down to the central institution in charge of the single registry.

A regulation was also introduced that voters could register up to six weeks before the election. Until recently, each of the 36,000 municipalities had their voter registers updated once a year, with the state-level institution practically mediating the process.

After the reform, municipalities are less burdened because the institute automatically updates the data and registration is ongoing.

The conclusion is that electronic data management and interoperability among different institutions were key elements for the success of the reform.
