Novalić: FBiH will have a balanced budget for 2020

SARAJEVO, December 19 (FENA) - The FBiH Prime Minister Fadil Novalić in his presentation in the House of Peoples of the Federation of BiH Parliament said that the FBiH budget for next year in the amount of 4,954,392,401 KM is a balanced one, with liquid assets, and is double the current budget because of the integration of the Pension and Disability Insurance Institute into the budget.

The Institute's financial plan for 2020 amounts to about KM 2.4 billion.

Income tax is planned at 90.8 million KM and is up by four percent compared to 2019.

“Contributions for Pension and Disability Insurance are planned in the amount of 2,074 billion KM, and they are to become budget revenues and will be paid into the Treasury Single Account as of January 1, which is a result of continued growth of direct taxes and contributions due to continued economic growth and fiscal discipline,” says Novalić.

The Law on Budget Execution for 2020 provides for pensions to be paid as a second priority, immediately after servicing internal and external debt.

“This will ensure unchanged dynamic in the payment of pensions. The accumulated deficit of the PIO Institute has reached the amount of as much as 226 million KM. After that, and as a consequence of the growth of revenues due to economic growth and better collection, the accumulated deficit was completely eliminated by March 31 and now the PIO Institute has an annual surplus of 74 million KM,” said Novalić.

The incentive for agriculture has been increased to 87 million KM, i.e., it has increased by 18,3 KM million, which is the highest amount so far and is fully in accordance with the Law on Financial Support in Agriculture and Rural Development.

"This is further evidence that we have recognized agriculture as a sector of particular importance to the FBiH,” said Novalić.

Transfers for displaced persons and refugees were increased by a total of 7 million KM, and the transfer for rehabilitation of healthcare facilities under the FBiH Ministry of Health was planned in the amount of 30 million KM, thus it has been increased by 24 million KM.

Transfers to lower levels of government have been increased from 18 million KM, as planned in 2019, to 21 million KM and is a continuation of co-financing of the budgets of local communities and their projects.

The financing of the construction of road infrastructure, i.e., motorways and expressways, will continue in the next year and a total of 115 million KM is planned for this purpose.

“This is the amount that the competent ministry has projected to spend in the next year, and the rest of the funds allocated to the aforementioned sub-account will be carried over to the next fiscal year. Of course, a much larger amount of funds for these purposes will be spent by the FBiH Motorways and FBiH Roads public companies,” explained Novalić.

Also, the budget also includes the financing of employment of an additional 50 police officers within the FBiH Police Administration, which has already been done.

For the implementation of the law on the protection of families with children, 20 million KM have been planned, which will be implemented after the adoption of the law currently in the parliamentary procedure.
