'Reform Program' document sent to the NATO headquarters in Brussels

SARAJEVO, December 23 (FENA) - The Presidency of Bosnia and Herzegovina, via the BiH Mission to the North Atlantic Treaty Organization (NATO), according to the previous agreement, has submitted a Reform Program document to the NATO headquarters in Brussels an hour after the new Council of Ministers was constituted.

In this way, the agreement reached by the Chairman and members of the Presidency of BiH, Željko Komšić, Milorad Dodik and Šefik Džaferović, has been respected that the day after the appointment of the Council of Ministers, the Reform Program would be sent to the headquarters of that military-political alliance.

In November, the collective head of state, with the mediation of the international community, adopted the document titled the Reform Program, and at the same session Zoran Tegeltija (SNSD) was named as chairman-designate of the BiH Council of Ministers.

Although it was expected that the Reform Program would be submitted tomorrow, it was done today, and it is a document which was subject of numerous disputes in connection to the continuance of BiH's path towards NATO membership.

NATO has asked BiH to submit the first National Annual Plan (ANP) in order to activate BiH's Membership Action Plan (MAP) in NATO, but Dodik rejected to do so, referring to the entity of Republika Srpska National Assembly's stance on military neutrality of the entity.

This has slowed down the process of state-level government establishment due to the conditioning of political parties which adamantly stated that without the ANP, they would not agree to the appointment of a new convocation of the BiH Council of Ministers.

The final compromise was reached in November this year when the Reform Program was finally adopted, which many claim is just another name for the ANP, but a final assessment of the Reform Program is now expected to come from the NATO itself.
