SARAJEVO, January 17 (FENA) - The fact that no MP in the House of Representatives of the BiH Parliament has endorsed the High Judicial and Prosecutorial Council's (HJPC) work speaks volumes about the collapsed credibility of this judicial institution in our country, Head of the SDA caucus in the House of Representatives of the BiH Parliamentary Assembly and SDA Vice-President Adil Osmanović said today.
He stressed in a statement for FENA that a precondition for an effective and normal judicial system is confidence in its independence and fairness, and that this convocation of the HJPC, led by Milan Tegeltija, has done everything that neither citizens, nor the professionals, or representatives the international communities have the least confidence in the judiciary.
“Instead of strengthening and defending the credibility of the judiciary, the HJPC has actually done the opposite. The unprofessional leadership and a series of affairs have effectively destroyed the credibility of the judiciary. The only normal thing after that is that all members of the HJPC, and above all Tegeltija should resign. The HJPC President has been claiming that only SDA has something against the HJPC. And the truth is, no one else in this country trusts the HJPC and Milan Tegeltija. Yesterday, MPs made this clear. Mr Reinhard Priebe's report has also shown this, stating that this HJPC is a cancer of the judiciary, as it will be confirmed by citizens too,” said Osmanović.
He points out that there are a large number of professionals in the BiH judicial authorities, people with knowledge and moral qualities to do this job well. But the fact is that their management system, led by such a HJPC, simply does not allow them to do their jobs and promotes unskilled and corrupt staff.
“The only way to restore confidence in the system is, after the HJPC resignation, to undertake a radical reform of the judiciary, with strong coordination of the international community, based on the awareness of mistakes so far and on the model of efficient judicial systems,” concluded Osmanović.
