EC advises BiH to establish a position of specialized procurement officer

SARAJEVO, January 27 (FENA) - Representatives of the competent institutions and non-governmental organizations today participated in a public debate in Sarajevo, which was conducted to in order to harmonize the BiH Public Procurement Law with the EU directives.

“At the moment, the Draft proposes amendments to this Law, with which we will have anti-corruption provisions and greater transparency in such a way that all data will be published on the public procurement web portal ‘javnenabavke.gov.ba’. Also, certain existing solutions will be technically improved,” said Legislation Advisor at the BiH Public Procurement Agency Anita Knezović.

It was indicated today at the debate that the European Commission, in its latest progress report identified a number of inefficiencies, unjustified spending and deficiencies in control mechanisms in the public procurement system.

“The proposed amendments to the procurement of services bring the law in line with the EU directives. Access for the small and medium-sized enterprises is improved, that is, transparency of the process is increased. This law proposal goes hand in hand with making the state public procurement legislation harmonized with the EU legislation.

However, we will not achieve full harmonization because a completely new law needs to be drafted for that,” said Amira Lazović, Head of the Internal Market Section of the BiH Directorate for European Integration.

In addition to adopting a new law on public procurement, the European Commission has proposed that BiH during 2020, establishes a specialized procurement officer within the contracting authorities.
