RSNA endorses Dodik's stance on Đukanović's 'harmful' visit

BANJA LUKA, February 27 (FENA) - Deputies of the Republika Srpska (RS) National Assembly early this morning confirmed the position of the BiH Presidency member Milorad Dodik that the announced arrival of Montenegrin President Milo Đukanović in BiH and the deployment of members of the European Border Agency and the Coast Guard (Frontex) on the border of BiH represent “threat to the vital interest of the entity of Republika Srpska.”

The two decisions were adopted by the BiH Presidency on February 19, without consensus, which is why Dodik requested a special session of the RS National Assembly in order for the two-thirds majority to confirm his stance, in which case the decision and conclusions of the BiH Presidency would not enter into force.

A two-thirds majority, or 56 deputies, voted in favor of Dodik's statement and the conclusion this morning at 5 am. None were against or abstained.

The ruling majority's adopted conclusion states that "the status agreement between BiH and the European Union on actions carried out by the European Border and Coast Guard Agency in BiH is, for the most part, not disputable for the RS, but it is unacceptable for the RS for the decision to be adopted without the consent and participation of the RS Ministry of Interior, given that it is responsible for most of the border zone referred to in the agreement, but also for the fact that the agreement is being adopted by outvoting the BiH Presidency member from the RS."

It is the responsibility of the BiH Presidency member to launch, in accordance with his competences, and on the basis of the Law on the Procedure for Conclusion and Execution of International Treaties, a new initiative and negotiations for the conclusion of a status agreement between BiH and the EU on actions performed by the European Border and Coast Guard Agency in BiH with due respect for the opinions and views of the competent RS authorities.

Head of the “Together for BiH” parliamentary group in the RSNA, Edin Ramić, said during the debate that a special session of the RS National Assembly was unnecessary, as well as raising the issue of vital interest of the RS with regards to the announced visit of Montenegrin President Milo Đukanović to Bosnia and Herzegovina which should have taken place on March 2 and 3.

“This will not prevent President Đukanović from coming to Srebrenica on July 11 to take part in the commemoration of the 25th anniversary of the genocide, and it is somewhat unnecessary for us to deal with this here because of daily politics,” emphasized Ramić.

The opposition in the RS Assembly criticized Dodik for degrading the institution of the RS National Assembly and the mechanism of the vital national interest, and they did not attend the vote.
