BiH Council of Ministers fails to adopt the decision on interim financing

SARAJEVO, March 5 (FENA) - The Council of Ministers of Bosnia and Herzegovina today did not adopt a decision on the interim financing of the institutions of Bosnia and Herzegovina and international commitments for the period April to June 2020, proposed by the Ministry of Finance and Treasury.

As announced by the Council of Ministers, no consensus has been reached on this issue, which must be resolved in accordance with Article 18 paragraph 2 of the Law on the Council of Ministers of BiH, and with the obligation to apply Article 18 paragraph 3 of this Law in this case.

The state institutions are currently funded on the basis of the three-month Interim Financing Decision, which expires on March 31.

On February 21, the BiH Council of Ministers Chairman Zoran Tegeltija (SNSD) announced that the Ministry of Finance and Treasury should propose the first version of the budget for 2020 by the end of February, but it has not been considered by the Council of Ministers to date.

At the time, he said that the procedure for adopting this important financial act would be followed in the manner prescribed by the law.

The budget proposal, according to the procedure, is proposed by the BiH Presidency to be adopted by the both Houses of the BiH Parliamentary Assembly.

Financing of the state institutions has been brought into question because of the new blockade of state-level authorities that came after a decision of the Constitutional Court of BiH declaring the provisions of the Law on Agricultural Land of the entity of Republika Srpska to be unconstitutional, as these provisions treat state property to which the entities are not entitled.

This was followed by a session of the National Assembly of Republika Srpska, when MPs ordered political representatives coming from RS in the state institutions to suspend any decision-making in the BiH institutions pending the adoption of a law on the termination of the mandate of foreign judges and the election of domestic judges in the BiH Constitutional Court.
