Džaferović: Brčko District is a smaller version of Bosnia and Herzegovina

BRČKO, March 9 (FENA) - Member of the BiH Presidency, Šefik Džaferović on Sunday, at the marking of the 20th anniversary of the establishment of the Brčko District and marking of the Day of the District said that it has undergone an extremely significant phase of political and institutional stabilization over the past two decades.

“I sincerely wish that the next two decades will be marked by accelerated economic development and prosperity, for the benefit of all citizens of the Brčko District. The Brčko District is in fact small Bosnia and Herzegovina. My main message to you today is to maintain good relations, to respect and be respected, because only in this way can you build a community worthy of life, in which no one will feel left out and in which everyone will feel comfortable,” said Džaferović.

He emphasized that the Brčko District is big enough to be comfortable for all its inhabitants.

“Our task is to regulate our relations so that this is a country in which new generations can safely plan their future,” said Džaferović, and extended congratulations on the occasion of the Brčko District Day and the 20th anniversary of its establishment.

Džaferović recalled that exactly two decades ago, the International Arbitral Tribunal ruled on the formation of the Brčko District and that it was done after the Dayton negotiating parties failed to find a solution that would satisfy all sides.

During the Dayton negotiations, Džaferović added, it seemed impossible to find a solution that all parties would agree to, and yet it happened.

Even after the decision of the Arbitral Tribunal, Džaferović said, it was uncertain whether a viable or only temporary solution had been reached. Today, twenty years later, it turns out that it was a satisfactory solution, which no one questions. Moreover, Džaferović emphasized, over the past 20 years, the Brčko District has established itself as a successful multiethnic community, with a functional and sustainable institutional framework.

Furthermore, he added, the Brčko District solution was not a part of the original Dayton arrangement, but rather it is a separate Brčko Arbitration Agreement. The Brčko District solution is a natural implementation of the Dayton Peace Agreement, with international mediation.

“This is precisely the key lesson from the formation of the Brčko District, which speaks about the essence of Bosnia and Herzegovina, in the aftermath of the Dayton negotiations.

The solutions we once came up with, and which everyone gave their consent to, must be unconditionally respected until we come up with some other solutions.

None of us has the right to unilaterally question the solutions identified by the Dayton PA or through its implementation. One such solution is certainly the Brčko District, without which it would be impossible to talk about the constitutional structure of Bosnia and Herzegovina that we have today,” Džaferović said in his address.
