BiH CoM - USD 20 million of IBRD loan to combat Covid-19 pandemic in BiH

FENA Press release

SARAJEVO, April 7 (FENA) - The BiH Council of Ministers adopted an initiative by the Ministry of Finance and Treasury at an emergency telephone session and has appointed a negotiating delegation to conclude a Loan Agreement between Bosnia and Herzegovina and the International Bank for Reconstruction and Development (IBRD) for the Project of emergency support to fight Covid-19 in BiH, worth USD 20 million.

The BiH Council of Ministers states that this is a new financial instrument on an urgent basis that will allow a wide range of support, including efforts to strengthen disease monitoring, encourage public health interventions and work with the private sector to reduce the impact on the economy.

It is about supporting areas that include, but are not limited to, medical supplies and equipment, test kits, hospital equipment, construction of emergency medical care facilities, disposal of medical waste, and support for social benefits.

The BiH Council of Ministers has agreed to divert funds from the country's IPA 2018, IPA 2019 and IPA 2020 programs to Bosnia and Herzegovina to help the response to Covid-19 pandemic and the migrant crisis, as proposed by the EU Delegation to Bosnia and Herzegovina.

The Directorate for European Integration, as the national coordinator for IPA II, will immediately inform the EU Delegation to Bosnia and Herzegovina of acceptance of the proposed re-allocation of IPA 2018, 2019 and 2020 as assistance in response to Covid-19 and the migrant crisis.

Two million euros were not used from IPA 2018, which could be diverted to a contract with the UN Medical Device and Equipment Agency to help the response to Covid-19, while 10 million euros would be diverted to support migration.

At the same time, EUR 14 million will be provided from IPA 2019 and 2020 to support small and medium-sized enterprises, and the trade sector will be supported with EUR 4 million.

An amount of EUR 18 million will be added to the General Instrument for European Integration, which can be used as emergency support for the fight against Covid-19 pandemic, the BiH Council of Ministers said.
