BiH CoM supports Covid-19 emergency project for BiH worth EUR 33.1 million

SARAJEVO, April 30 (FENA) - The BiH Council of Ministers has approved a Proposal for a Loan Agreement (Emergency Project for Covid-19 aid for BiH) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development, worth EUR 33.1 million, of which the RS will receive EUR 13,240,100.00 and EUR 19,859,900.00 will be allocated to the Federation of BiH.

The funds are intended to prevent, detect and respond to threats posed by the Covid-19 pandemic, by strengthening the preparedness of national public health systems and by providing social assistance to the most vulnerable groups affected by the pandemic in Bosnia and Herzegovina.

The implementer of the project in the entity of Republika Srpska is the Ministry of Health and Social Care, and in the Federation of BiH, the Ministry of Health and the Ministry of Labor and Social Policy.

The repayment period of the loan is 32 years, including a seven-year grace period.

The proposal of this agreement with the Basis will be submitted to the BiH Presidency for further procedure.

The Council of Ministers of BiH did not adopt a decision on setting up a Group for Socioeconomic Response to the Covid-19 pandemic.

Security Minister Fahrudin Radončić, Foreign Minister Bisera Turković and Deputy Minister for Human Rights and Refugees Dževad Mahmutović voted against the decision.

Once the harmonization process is completed, the BiH Council of Ministers will do a re-vote on this decision.

The BiH Council of Ministers has adopted the Proposal for a Decision on Ratification of the Agreement on Joint Public Procurement of Medicines, signed by Foreign Minister Bisera Turković in April this year in Sarajevo.

The Council of Ministers of Bosnia and Herzegovina, at the proposal of the Ministry of Security of BiH, adopted a Decision amending the Decision on the Temporary Closure of Border Crossings in International Passenger Transport in Bosnia and Herzegovina, extending this Decision from 30 April to 1 June 2020.

Consular repatriation of nationals of Bosnia and Herzegovina or foreign nationals as they leave Bosnia and Herzegovina in accordance with the relevant protocol to the European Convention on Human Rights and Fundamental Freedoms has also been facilitated.

Persons engaged in the transport of goods and persons performing or participating in such flights are obliged to abide by all the instructions and orders of the competent authorities in BiH (epidemiological and health services).

The Council of Ministers of Bosnia and Herzegovina, at the proposal of the Ministry of Security of Bosnia and Herzegovina, adopted the Decision on the allocation of financial resources of international assistance for protection and rescue, paid to the special Treasury Single Account of Bosnia and Herzegovina, from the International Organization for Relief and Welfare, founded by the Muslim World League.

This international organization has secured KM 535,852.96, of which KM 329,549.57 will be allocated to the Federation of Bosnia and Herzegovina, KM 200,944.86 to the Republika Srpska and KM 5,358.53 to the Brčko District.

Funds are distributed in accordance with previously adopted percentages - 61.5 percent for the Federation of Bosnia and Herzegovina, 37.5 percent for the Republika Srpska, one percent for the Brčko District of BiH. The aid for the FBiH will be distributed equally to the Federation of BiH and 10 cantons, 50 percent each.

The Council of Ministers of Bosnia and Herzegovina, at the proposal of the BiH Ministry of Security, adopted a Decision on the allocation of international assistance for protection and rescue in equipment and other means, received from the governments of the Republic of Slovenia, Malaysia, the Republic of Turkey, the Republic of Austria and the Republic of Azerbaijan.

These include tents, camp beds, sleeping bags, heaters, pillows, bedding, lunch sets, more than two million protective masks, as well as protective suits and gloves, disinfectants, and personal care products.

The aid is divided according to previously adopted percentages - 61.5 percent for the Federation of Bosnia and Herzegovina, 37.5 percent for the Republika Srpska, one percent for the Brčko District of BiH. The FBiH aid will be distributed equally to the Federation of BiH and 10 cantons, 50 percent each.

The Council of Ministers of BiH, at the proposal of the Ministry of Security, adopted a Decision on prescribing additional conditions for the entry of foreigners into Bosnia and Herzegovina.

This enables citizens of neighboring countries to enter Bosnia and Herzegovina, who have agricultural land in Bosnia and Herzegovina, to be able to do the farming.

These persons are obliged, when crossing the state border, to have proof of ownership of the agricultural land or a statement by the owner of the agricultural land that they are performing agricultural work on that land.

The Council of Ministers of BiH made this decision bearing in mind that it is a season of agricultural work, and that a significant number of citizens of neighboring countries own agricultural land in Bosnia and Herzegovina that they cultivate, which is a source of livelihood for many of them.

The Council of Ministers of BiH has adopted the Information from the Ministry of Civil Affairs on the procedure for receiving donations in medicines to Bosnia and Herzegovina intended to respond to and control the spread of infectious disease caused by the Covid - 19.

On behalf of Bosnia and Herzegovina, the Ministry of Civil Affairs will sign an agreement with donors to accept a donation of medicines intended to respond to and control the spread of coronavirus, in accordance with the competencies and authorizations laid down in the Instruction on Procedures for the Import of Medicines and Medicinal Products as humanitarian aid for the territory of BiH, endangered by natural or other disasters, the Council of Ministers of BiH stated. 

The distribution of donated medicines will be done in accordance with the principles of distribution set out in the Decision on the Principles of Allocation of International Protection and Rescue Aid from the 13th extraordinary session of the Council of Ministers of BiH.
