Ajdinović: Our primary goals are protection of public health and consumer rights

SARAJEVO, May 18 (FENA) - Director of the FBiH Inspectorate Administration (FUZIP) Anis Ajdinović said in an interview with FENA that protection of public health and consumer rights are primary goals of the Administration's engagement during the coronavirus pandemic.

This is evidenced, among other things, by more than 40.000 decisions on self-isolation issued by FBiH inspectors to persons who have entered BiH since March 16 (41.994 such decisions were issued by May 15,2020), and according to experts, health surveillance of passengers at the border has proven to be one of the strongest anti-epidemic measures to prevent the spread of coronavirus in BiH / FBiH, which is why this measure remains in force.

Ajdinović reminds that FUZIP has engaged all human resources (167 employees) and all available material and technical resources with a 24-hour availability status in connection with the new situation, and points out that they established on-duty team of the FBiH market inspectorate in parallel with sanitary control at the border in order to protect the rights of consumers, i.e. control the formation and movement of prices, as well as that from March 15 to May 14 in that segment of operations, 414 inspections were performed, and as many as 531 violations were recorded.

When it comes to sanitary surveillance of passengers in cross-border traffic, FUZIP was actively involved in the fight against the spread of coronavirus in BiH since February 2, 2020, after the adoption of the Procedure for surveillance of passengers in international traffic in response to the outbreak of coronavirus (COVID-19) in China.

"Even then, through the FBiH sanitary inspectors, we started to control passengers coming from the territory of the People's Republic of China, and all persons who stayed in China for 14 days before entering BiH. Therefore in accordance with the Procedures, the FBiH sanitary inspectors controlled 1,119 persons according to the individual questionnaire until March 12, and 704 persons according to the group questionnaire,“ Ajdinović specified.

In order to enable rapid detection of passengers with fever and their emergency health and epidemiological care, FUZIP procured and installed thermal cameras at two airports, and with airport staff isolated airport areas for the care of passengers with fever, and thanks to good cooperation with airport staff and members of the BiH Border Police, the established mandatory procedure of sanitary control of passengers according to valid orders was unhindered.

In order to establish in a timely manner and ensure control over the execution and compliance with issued decisions on health supervision, on the same day (March 13) FUZIP sent a request to all cantonal ministries of interior and police administrations for continuous control of persons sanctioned by FBiH sanitary inspectors, in order to ensure full compliance with self-isolation measures and to prevent local transmission of the virus.

Furthermore, from the very beginning, we have informed the public about all important activities within our competence related to coronavirus, which we presented every day in our press releases and answered to numerous media inquiries,“ he stated.

In that context, Ajdinović expressed gratitude to the BiH Border Police, which provided FUZIP with its own premises at nine border crossings, as well as to the hotels that remained open to provide the necessary accommodation and food services for FUZIP inspectors in the field.

FUZIP, in cooperation with other state and entity bodies, also participated in security and epidemiological operations to take care for BiH citizens who arrived by plane as part of evacuation operations for BiH citizens from countries with high coronavirus transmission.

„Although we have been operating in rather chaotic circumstances since the beginning of the pandemic, partly conditioned and decentralized structure of state bodies, I am glad that we can say that we have really taken all measures in terms of timely and adequate organization of work and quality cooperation, communication and coordination with a large number of other competent state, entity and cantonal bodies in BiH, which ultimately resulted in a favorable health and epidemiological picture in FBiH,“ said Ajdinović.

When asked about price control, he emphasized that in parallel with the sanitary control at the borders, FUZIP established a duty team of the FBiH market inspectorate, which from the very beginning of the pandemic declared daily control of the formation and movement of prices of medical protective equipment and disinfectants.

Regarding the occurrence of non-compliance with health supervision measures, he reminds that irresponsible and unscrupulous behavior has been sanctioned.

In the context of further engagement of FUZIP, he believes that the focus of activities will be adjusted and directed in accordance with the development of the situation.

"Having in mind the increasingly favorable health and epidemiological situation and easing of measures in BiH and the surrounding area, we are obliged to inspect compliance with the recommendations of the FBiH Institute of Public Health regarding the work of economic entities that are allowed to work by orders of the FBiH Civil Protection Crisis Staff,“ he stated.

Director of the the FBiH Inspectorate Administration (FUZIP) Anis Ajdinović said in an interview for FENA that it is certain that the abolition of the measure of health supervision at the border will be considered in the future, with the expectation that the work of this administration will soon return to the 'usual' framework.
