Dodik: We need to finalize all appointments with the completed procedure

SARAJEVO, July 7 (FENA) - President of the Alliance of Independent Social Democrats (SNSD) Milorad Dodik confirmed to reporters in East Sarajevo that together with the presidents of the Party of Democratic Action (SDA) and the Croat Democratic Union (HDZ) Bakir Izetbegović and Dragan Čović he agreed that the state budget would be adopted by July 21, as well as the adoption of amendments to the Election Law in connection to the holding of the local elections in Mostar.

He reiterated that there is nothing disputable in the amendments to the Election Law when it comes to election procedures, but reminded that representatives of the Serb people did not participate in that inter-party agreement and that he would ask for the statute and provisions of the statute to be discussed in separately.

“The partners accepted this in the sense of ensuring the constitutional equality of Serbs, especially in the position of advisor and to redefine the role of the Commission for Urban Areas and ensure equal access to all commissions. On the other hand, before the elections, the problem of the constituent status of the Serbs in the Herzegovina-Neretva Canton should be resolved. There is enough time to do it,” Dodik believes.

He referred to the controversial appointments in state institutions, emphasizing that the SNSD is interested in appointments in the Intelligence and Security Agency (OSA) and the State Investigation and Protection Agency (SIPA), but that in principle they remain in the same positions unless their partners agree otherwise.

Chairman of the Council of Ministers of BiH Zoran Tegeltija (SNSD), says Dodik, will put all appointments that went through the procedure on the agenda of the session, and he announced that the procedure of appointing the OSA deputy director and prison directors should start soon, but did not want to speak about specific names.

At the same time, Dodik added, the appointment of Selmo Cikotić (SDA) to the position of security minister should be proposed to the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina for confirmation.

Appointments of members of the Central Election Commission (CEC), says Dodik, are problematic both for the SNSD and the HDZ, to him and Čović, and he claims that it was all done unlawfully.

However, they will meet the set deadlines for holding elections, although they will still challenge the election of the CEC members, but they are ready for the elections, and when the budget is adopted, funds will be provided for holding the local elections.

“The agreement between the SDA and the HDZ on the elections in Mostar stipulates that the elections in Mostar be held at the same time, but it is impossible for the elections in Mostar at the same time slot because they were called in an unlawful manner. The possibility remains that all of the local elections be held together in the first half of December,” says Dodik.

Dodik referred to the announcements of amendments to the Law on the High Judicial and Prosecutorial Council (HJPC), clearly saying that this would not happen until the issue and the status of the HJPC are fully resolved in accordance with the Constitution and the entire judicial system is made more functional.

“No cosmetic changes to the Law on the HJPC will happen. It is unacceptable for these changes to be proposed by international stakeholders. This is a typical interference in the internal matters of BiH,” he added.

He reiterated that without a complete agreement between the two entities and the three constituent peoples, the process of amending the Law on Public Procurement cannot take place, although he stressed that BiH has a messy system in public procurement and judiciary and it cannot be changed by any measures put in place to satisfy international representatives.
