Grubeša: High-level dialogue on public administration reform between BiH and EU

SARAJEVO, July 8 (FENA) - Public administration reform is among the 14 priorities set by the European Union before Bosnia and Herzegovina as key issues related to candidate status, said today the Minister of Justice of Bosnia and Herzegovina Josip Grubeša.

Namely, in the first part of today's online meeting of the Special Group for Public Administration Reform, which is being held between the European Union and Bosnia and Herzegovina, the focus was on high-level political dialogue on this type of reform, Grubeša told FENA.

On behalf of the European Union, the participants were Genoveva Ruiz Calavera, Director for the Western Balkans. The event was also attended by the Head of the EU Delegation to BiH and EU Special Representative Johann Sattler, as well as a number of EU experts on public administration.

Since the topics included functional management of public finances, BiH representatives in this part were finance ministers at all levels - state, entity and the Brčko District.

Other topics also referred to the legal framework, with the participation of the state Ministers of Justice and the Federation of BiH, Minister of Local Government and Self-Government of the Republika Srpska, the Public Administration Coordinator and representatives of civil service agencies.

“This is a comprehensive, broad dialogue on public administration reform. For the first time, it is being held in a way that intertwines the political and technical part of that reform.

In Bosnia and Herzegovina, we have 11 pieces of legislation that treat the state administration and we all agreed that we need to find a way out of the vicious circle where we have constant remarks that our state administration is politicized, sluggish, insufficiently professional, and insufficiently responsible. We don’t want to have a bad image of civil servants, on the one hand, and on the other, we want to have motivated people who will work responsibly and dedicatedly for the job they are paid for.

The agreement is to complete the strategic and action plans that were set before BiH by the end of the year and to start the process of passing the law on civil servants,” said Minister Grubeša.

“We also opened the issue of passing a law on the register of civil servants and the part related to the financial framework of public administration, where the European Union said it would not give up co-financing the reforms, however, Bosnia and Herzegovina has participated with up to two percent of the budget and they want to incentivize all stakeholders in BiH to bring this to the level of ten percent of the amount provided for public administration reform,” said Grubeša.

Since today's meeting was the first of its kind, difficulties and everyday problems in the field of public administration were detected, and after the meeting, Grubeša said that certain steps will be taken in terms of the necessary working groups to work in certain areas or especially with the technical and political level.
