Bakalar talks with reps of intl. community about electoral budget

SARAJEVO, July 14 (FENA) - The President of the Central Election Commission of BiH, Željko Bakalar, discussed today the problems facing the Central Election Commission of BiH due to the fact that financial resources for the organization and implementation of the Local Elections in 2020 have not yet been secured.

The discussion was organized through the Zoom platform. Bakalar talked with the High Representative of the International Community in BiH Valentin Inzko, Head of the OSCE Mission to BiH Kathleen Kavalec, Ambassador of the United States to BiH Eric Nelson, French Ambassador Guillaume Jean Rousson, German Ambassador Margret Webber, Italian Ambassador Nicola Minasi, Deputy Ambassador of the United Kingdom to BiH Ruth Wiseman and Head of the Legal Service at the EU Delegation to BiH Branka Bajić.

Bakalar also informed the representatives of the international community in BiH about the content of the letter sent by the BiH Central Election Commission on Monday to members of the Collegium of both houses of the BiH Parliamentary Assembly, all parliamentary caucuses in the BiH Parliamentary Assembly, and all three caucuses at the House of Peoples of PA BiH.

According to the CEC President, the letter once again indicates that the necessary funds for the implementation of elections and ensuring the exercise of powers of the Central Election Commission of BiH are not provided even two months after it was decided to hold the local elections in 2020 which was a legal obligation of the institutions of Bosnia and Herzegovina in accordance with the Election Law of Bosnia and Herzegovina.

The participants of the meeting expressed hope that the Budget of BiH Institutions and International Obligations of BiH for 2020 will be adopted tomorrow at the session of the House of Representatives and after that at the session of the House of Peoples of PA BiH, and that funds will be provided for the 2020 Local Elections, CEC said.

Representatives of the international community supported the work and efforts of the Central Election Commission of BiH so far in order to ensure the implementation of all preparatory election activities in the circumstances of the COVID-19 pandemic and without funds provided for the implementation of elections in the Budget of BiH institutions.
