Džaferović: It's possible to adopt budget if there's political will

SARAJEVO, July 22 (FENA) - Chairman of the Presidency of Bosnia and Herzegovina Šefik Džaferović said today in Sarajevo that it is possible to do the remaining work related to the adoption of the state budget in the next seven days, i.e. appointment of a joint committee to harmonize the text of the budget and forward it to both houses of the Parliamentary Assembly of BiH (PA BiH).

“That is possible if there is good will and all those who are interested and sincerely advocate that elections be held this year, they will do it promptly,” Džaferović pointed out.

He assessed that the amendment phase was entered into completely unnecessarily, as well as in connection with the non-acceptance of the procedure that was unanimously proposed in the Presidency of BiH.

“We unanimously proposed an urgent procedure, without amendments, and we have done our job in the Presidency of BiH within 48 hours from the moment when the draft budget arrived. We did this knowing that it was related to an item concerning the election process and we wanted it to be adopted. I am sorry that the PA BiH first decided in the House of Representatives to go through a diverted procedure, and later in the House of Peoples, and that amendments were adopted that put us in a situation where we do not have a budget yet because different texts were adopted at two houses,” added Džaferović.

He expressed regret that the meeting of the ad hoc working political group, which was formed with the aim of initiating reform processes in BiH and the completion of 14 priorities from the Opinion of the European Commission, was canceled.

“In that group, the most responsible people are BiH institutions from all nations and all parts of BiH, so it can be a good format for reviewing what BiH is doing on its European path. I think that this ad hoc group is a reference point that could from time to time analyze the situation with the implementation of 14 recommendations from the Opinion of the European Commission and initiate further processes in the implementation of these recommendations,” said Džaferović.

“We have adopted and ratified 13 international agreements that have already gone through the overall procedure through the institutions of BiH, and all this was done unanimously. We had several items on the agenda concerning the Ministry of Defense, and those items were unanimously completed. Also, we had several points where we voted differently. This is especially true of the points related to quality assessment in secondary education - PISA. Member of the Presidency, Milorad Dodik, voted against, and member of the Presidency, Željko Komšić, and I voted in favor, and that is now forwarded to the second round of voting,” stated Džaferović.
