Čović sends a letter to international officials over the Mostar elections date

SARAJEVO, July 24 (FENA) - Our common expectations from the political agreement signed by the two leading Croat and Bosniak political parties, in your presence and with your dedicated support, as representatives of the international community, have been ambitious, but at the same time, I am convinced they are completely justified.

We expect a stable and consistent continuation of the agreement implementation process, with full commitment of all parties involved, consistent and full implementation of all items of the agreement in order to achieve the highest standards and ensure full legality and constitutionality of general and local elections.

Ultimately, all this effort should lead to the overall stabilization of political conditions at the level of the Federation of BiH, but also the state as a whole, it is stated in a letter sent by the Croat People’s Assembly (HNS) and the HDZ BiH President Dragan Čović to international officials in BiH.

The letter points out that the CEC BiH, which, “according to its current convocation, has a significantly weakened legitimacy, has announced a decision that is in direct contradiction with "our political agreement, which successfully rounded up the entire election issue."

“An inadmissible precedent was set by announcing the organization of separate elections for the City of Mostar, which again turns this local community into an exception. In this regard, on this occasion I repeat the official position of the HDZ and the HNS, which was presented to the public yesterday, "that the elections in Mostar must be held on the same day as local elections in all other local communities in BiH,” it is emphasized in the letter.

Much effort and energy has been spent on reach an agreement by which Mostar will finally cease to be a "case of a city", Čović adddes, and the other part of the agreement, which is also supported by you and which relates to the implementation of Decision U-23/14 , should create preconditions for the prevention of further obstructions, blockades, documented non-transparency and unconstitutionality in the segment of general elections.

He especially emphasizes that an integral part of the agreement includes the holding of local elections in the City of Mostar together with the local elections in Bosnia and Herzegovina in 2020.

Čović believes that they would also agree that at this moment, any separation, electoral isolation of Mostar and its citizens from the rest of our society sends an unnecessarily bad image of the city, but also "an unacceptable message for all citizens who have been victims of various elections and management experiments for too long directed by the then OHR structures."

“We are firmly convinced that these practices must stop. Therefore, I repeat, we cannot support the organization of separate elections for the city of Mostar, but only and exclusively as part of the local elections as such.

I take this opportunity to express my gratitude for your continued interest and contribution to the dialogue between the partners in the Federation of BiH and the country as a whole on an equal footing, respecting the interests of all parties and the laws and fundamental principles of the BiH Constitution, the Washington Agreement and the Dayton Peace Agreement.

The principle of constituent peoples is the "overriding" principle of the BiH Constitution from which the norm of legitimate representation derives directly, which is a sign of the necessity of consistent democratic representation of each of the constituent peoples in bodies that reflect their constitutional equality (primarily parliamentary houses and the BiH Presidency).

Support for the BiH Constitution and its principles is the only way to complete stabilization and normalization, so in that sense we expect unreserved and sincere support in further affirmation of the constitutionally guaranteed equality of constituent peoples, giving it equal importance to those standards defined by the European Convention on Human Rights.

As a multinational state that cultivates European aspirations and belongs to that civilizational circle, we cannot strive for anything other than to build a system in which individual civil and collective national rights will be fully adjusted and harmonized. I believe that as proven friends of BiH and all its citizens, you sincerely share this ambition,” concluded Čović in his letter.

President of the HNS and the HDZ BiH sent a letter to the Ambassadors of the USA and the United Kingdom to BiH, Eric Nelson and Matthew Field, and to the Head of the EU Delegation to BiH Johann Sattler, High Representative Valentin Inzko and the Head of the OSCE Mission to BiH Kathleen Kavalec.
