BiH PA HoR passes the Bill on the budget of the BiH institutions for 2020

SARAJEVO, July 27 (FENA) - The House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina at an emergency session adopted the Report of the Joint Committee of both houses of the BiH Parliament on the harmonization of the Bill on the Budget of the Institutions of Bosnia and Herzegovina and the International Obligations for 2020.

23 deputies voted in favor, eight were against, and there were no abstentions.

The Joint Committee for the harmonization of the Bill on the Budget of the BiH Institutions and International Obligations for 2020 harmonized the content of the budget bill, which was adopted by the House of Representatives and the House of Peoples with different amendments.

The committee determined the content of the Bill adopted in the House of Peoples. According to the agreed text, the budget is in the form submitted to the Presidency of BiH by the Council of Ministers of BiH.

Therefore, the budget did not include the amendment adopted by the House of Representatives, which refers to the provision of funds to help solve the migrant crisis, which has mostly affected the Una-Sana Canton.

Also, the budget does not contain an amendment to the text adopted by the Presidency of BiH, in the part related to the Parliamentary Assembly of BiH - Capital Expenditures, where the proposed amount is reduced by 754,000 KM.

According to the adopted document, the total revenues, receipts and financing of the BiH institutions in 2020 amount to 996,000,000 KM, the same as the total expenditures, which is 30,000,000 KM or three percent more than in the 2019 budget.

External debt servicing amounts to 807,552,931 KM and is lower by 18.2 million KM or two percent compared to the previous year.

Current expenditures are planned in the amount of 868,345,000 KM and compared to 2019, they are cut by 718,000 KM or 0.1 percent.

Funds for mitigating economic consequences of coronavirus epidemic are planned in the total amount of 41,927,000 KM as a new item in the budget, of which 14,747,000 KM goes for direct transfers and 27,180,000 KM on the current reserve.

For the holding of the local elections in BiH, the budget has planned the funds of 4,227,000 KM.

After it was adopted by the House of Representatives, the report of the Committee on harmonization of the Bill needs to go before the House of Peoples of the state parliament.
