SARAJEVO, August 21 (FENA) - The deadline for appointing polling station committees' members is 30 days before the election, and for the upcoming General Election in 2022, it is September 2.
Representatives of political subjects that are certified to participate in the elections in the constituency in which the polling station committees are appointed, shall be represented in the polling station committees by applying the lottery draw conducted by the BiH Central Election Commission for positions on the ballot paper, CEC BiH told FENA in the answer to the question about the method of appointing polling station committees' members, rules and deadlines.
The BiH Central Election Commission shall submit list of political subjects that are certified to participate in the elections in these constituency to every election commission. The list shall not include coalitions made out of political parties that have candidates and candidates’ lists in that constituency and that independently participate in the lottery draw.
The election commission shall be obliged to invite on time all political subject, certified to participate in the elections in the constituency for which the polling station committee is appointed, to attend the lottery, which shall be conducted by the election commission no later than 60 days prior to the Election Day. The election commission shall be obligated to immediately or no later than two days deliver the results of the lottery to political subject that failed to attend the lottery.
Staffing of the polling station committees shall be done in a manner as to take the first polling station on the polling stations’ list and the membership in the polling station committee for that polling station shall be completed by the names of political subjects from the political subjects’ list in the order determined by the lottery until the staffing of that polling station committee is completed, the CEC also states.
After the public allocation of positions is completed, the table with the allocation of positions is delivered to all political subjects that have a seven-day deadline to submit proposals for polling station committees members and their deputies (the member and deputy must be from the same political subject) on the SG1 form.
After receiving the proposals, the municipal/city election commission appoints polling station committees. If a certain political entity has not submitted proposals or has not submitted a sufficient number of proposals, their positions in the polling station committee are filled by the municipal/city election commission from the reserve list.
The Central Election Commission of Bosnia and Herzegovina expects that around 50,000 members and deputy members of polling station committees will be appointed.
