Sejdić asks Schmidt to organize a debate on changes to the Constitution and the Election Law

SARAJEVO, November 21 (FENA) - Dervo Sejdić, an appellant before the European Court of Human Rights, sent an open letter to the High Representative Christian Schmidt in which he asked him to organize a roundtable or a public debate on the subject of amendments to the Constitution and the Election Law of BiH.

 

In the letter, Sejdić reminds Schmidt that he promised this during their meeting in early September.

According to Sejdić, the public in Bosnia and Herzegovina is aware that all recommendations from the Council of Europe, the European Union, the United States and the international community, due to the lack of political will on the part of the ruling political structures in BiH for the past 15 years, ended in failure and the impossibility of an agreement on the implementation of judgments of the Court for Human Rights in the cases Sejdić and Finci, Zornić, Pilav, Šlaku and Pudarić.

"You made a decision to amend the Constitution of the Federation of BiH, and to amend the Electoral Law, and in connection with the unblocking and more efficient formation of authorities at the level of the Federation of BiH, the appointment of the president and vice president of the FBiH, the formation of the House of Peoples of the FBiH Parliament and the appointment of judges of the Constitutional Court of the FBiH, which leaves a lot to be said on these decisions.

For example, in your decision, I believe that you unblocked and accelerated the formation of executive and legislative power in the Federation of BiH, but you retained the principle of ethnic election of the president and vice president of the Federation of BiH, retaining the ethnic principle in Republika Srpska, which you ignored with your decision," adds Sejdić.

He called on the HR to consider possible changes to the Constitution and Election Law of Bosnia and Herzegovina and to avoid further ethnic divisions.

This public debate, as Sejdić stated, should initiate and create a proposal for future dialogues within the Parliamentary Assembly of BiH, in the new convocation, which he personally believes will be much more professional, progressive and cooperative than the previous convocations.
