Mehmedović: CRA operates outside the system with numerous irregularities in its work

SARAJEVO, May 23 (FENA) - A member of the Party of Democratic Action (SDA) in the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina, Šemsudim Mehmedović, warned at a press conference today about numerous irregularities in the work of the Communications Regulatory Agency (CRA).

The CRA's seat is in Sarajevo, and Mehmedović considered the fact that the state agency has asked to equip two regional centers in Banja Luka and Mostar, which, as he stated, could become parallel agencies, to be worrying.

He noted that the director of the Agency is currently not accountable to anyone for his work, even though he is not legally allowed to do so, which is why he called on all competent bodies to take a more serious look at irregularities in the agency's work.

"According to the law, the Council of Ministers of Bosnia and Herzegovina does not in any way interfere in the decision-making of the Agency in individual cases, but the law did not foresee the possibility that the director of the Agency can work without any supervision and control," he said.

According to Mehmedović, the previous director Predrag Kovač increased the number of employees from 123 to 237 employees by adopting the new Rulebook, while the current director Draško Milinović amended the Rulebook again and increased the number of employees to 267, although the scope of work and the competencies of the agency have not changed for years.

Also, the national structure of employees has been significantly damaged, and currently, only 38 percent employees are Bosniaks.

"The situation is even more devastating when it comes to the leadership, which is dominated by the personnel of Serb ethnicity. The above is part of a larger plan. The CRA at the moment is trying to purchase new business premises in Banja Luka and Mostar," said Mehmedović.

It is also planned to allocate the accumulated KM 16.7 million for furnishing the premises, but Mehmedović called on the Council of Ministers to reject such a decision proposed by the CRA and to redirect those funds to the digitization of the public RTV system of Bosnia and Herzegovina and financial assistance to the public RTV system.

Mehmedović also presented the information that the CRA has paid 2.3 million KM in salary supplements to employees in the last four years, or an average of 575,000 KM per year, which means that this supplement amounts to 10 to 50 percent of the employee's net salary.

"I asked the CRA to provide me with precise data for each workplace. However, I only got rough figures. A large number of employees of the Agency have a supplement to their net salary of 50 percent. This means that they receive an average of 18 salaries annually," explained Mehmedović.

He, therefore, called to account the Office for the Audit of the Institutions of Bosnia and Herzegovina, which so far has not stated in any of its reports the total amount of allowances paid to employees, repeating that the Regulatory Agency is outside the system and that the CRA Director does not answer to anyone for his actions.
