MOSTAR, January 15 (FENA) - The Croatian National Assembly of BiH (HNSBiH) has not given the consent to the FBiH President, Marinko Cavara, to dissolve both houses of the FBiH Parliament, said in Mostar on Monday President of the General Council of HNS BiH, Bozo Ljubic.
After the session of the HNS General Council, a press conference was held at which Ljubic rated as speculations the media llegations that the HNS BiH had given consent to the FBiH President, Marinko Cavara, to dissolve both houses of the Federal Parliament if the federal budget failed to be adopted until the beginning of the budget year.
The HNS Presidency did not even consider this issue at its last session, Ljubic asserted.
Speaking about the expectations from the visit of Croatia's President Kolinda Grabar Kitarovic to Sarajevo, Ljubic said that the topic of talks would be the cooperation between the two countries as well as equality of the three constituent peoples in BiH because Croatia was a signatory of the Dayton Peace Agreement.
He added that Croatia, as a signatory of the Dayton Agreement and a member of the Peace Implementation Council's Committee, "has absolutely the right to help Bosnia and Herzegovina implement Dayton Agreement in its principles, pointing out that it cannot be taken as interference in the internal affairs of the country."
The HNS General Council on Monday discussed the Draft Resolution of the Council of Europe on BiH, a document that addresses all aspects of socio-political life in BiH, from the Constitution, Election Law, judiciary, education, media, and culture in all aspects.
- The General Council has considered the report of the Council of Europe Monitoring Team in BiH as a comprehensive document that addresses all aspects of socio-political life in BiH, and we have already prepared draft amendments to the Resolution to be sent to the BiH delegation at the Council of Europe's Parliamentary Assembly with the aim of reaching consensus within the BiH delegation. If this fails, then, through the representative of HNS in the BiH delegation, these amendments should be communicated in accordance with the Council of Europe rules - said Ljubic.
He pointed out two important items concerning the declaration of the Council of Europe on the Constitution and the Election Law.
- The Draft Resolution urges political actors in BiH to adopt the necessary amendments to the Constitution in order to provide for the next elections to be held under the ruling of the European Court of Justice in Strasbourg. Also, the Draft Resolution requires that the ruling of the Constitutional Court of December 1, 2016 on the composition of the House of Peoples of the FBiH Parliament be implemented before the next 2018 elections, based on an appeal, namely the so-called "Ljubic case". If this fails, there is a risk that the formation of government at the level of both the Federation of BiH and the BiH will be blocked - said Ljubic.
He added that the HNS BiH absolutely supported the changes of the Constitution, if possible.
- We believe that through the changes of the Election Law, the election of members of the BiH Presidency should be resolved in order to meet the basic democratic principle and comply with the decision of the Constitutional Court of BiH - he said.
The Council of Europe's Resolution on Bosnia and Herzegovina was also commented on by the Deputy Speaker of the House of Peoples of the Parliamentary Assembly of BiH and the delegate of the Croat Caucus at the House of Peoples of BiH, Barisa Colak, who underlined that the representatives of the HNS BiH would do their best to ensure for the BiH delegation at the Council of Europe to take a single stand.
Mijo Kresic from the Security Section of the HNS General Council said that HNS BiH and the Resolution itself had also touched on local self-government in Tuzla and the problems of education in BiH.
