Herceg: All relevant institutions should be involved in negotiations

MOSTAR, Jan 16 (FENA) - Commenting on the HNC healthcare  workers' demands and announcement of general strike, Prime Minister of the Herzegovina-Neretva Canton (HNC), Nevenko Herceg,  told Fena that the financial  framework for health care institutions for this year was  about KM 133 million, pointing out  that  only within this amount  further negotiations could  be conducted.  

 - The Trade Union requirements can  be considered only within this framework by rationalizing business operations and harmonizing the  incomes - said Herceg, adding that the healthcare issues pertaining to the HNC Government would  be addressed within the Ministry of Health, Labor and Social Welfare.

 Herceg recalled once again that it was a very complex legal and financial challenge for which, besides  the HNC Government and the Ministry of Health, Labor and Social Welfare, it was  necessary to include all relevant factors, such as the HNC Assembly, the HNC Health Insurance Institute, representatives of the founder (the municipality and the City of Mostar), the management of the hospitals and health centers in the HNC.

 Also,  other co-founders, including the governments of the West/Herzegovina and Herzeg/Bosnian Cantons  and their health insurance institutes should be involved, and the Government of the Federation of Bosnia and Herzegovina  need to be included in order to jointly address all outstanding issues.

- As  for  the health care system in the HNC, the fact is that there are more founders, co-founders, and hence employers. Somewhere it is a local self-government unit, somewhere  one or more cantons, and somewhere the Federation, which clearly show that the HNC  Government is just one of the employers.

Therefore, it is necessary to include all of them in the process of  negotiations, because no one can individually create or take over the financial obligations  and impose them on others, as this could lead to additional difficulties in the functioning of the system - concluded the Prime Minister of the HNC, Nevenko Herceg.
