Matuella: EU expects concrete actions in terms of the rule of law in BiH

BANJA LUKA, February 1 (FENA) - The European Union expects concrete actions when it comes to the rule of law in Bosnia and Herzegovina, said today in Banja Luka Michela Matuella, the Head of the Unit for BiH and Albania at the Directorate-General for Neighborhood and Enlargement Negotiations of the European Commission.

She emphasized that all competent institutions should work on this issue.

“The rule of law is at the center of the process of accession of a country to the European Union, and therefore the role of judges and prosecutors is great in terms of results and responsibilities that need to be achieved both for the benefit of BiH citizens and in the context of EU accession,” Ms. Matuella told reporters.

She also pointed to numerous challenges to be resolved in order for the BiH judiciary to be independent and professional, and in order to implement the Action Plan for Implementation of Measures on the BiH Constitutional Court decisions on breach of the right to a trial within a reasonable time, as well as the Conclusions of the Subcommittee on Justice, Freedom and Security (JFS) from 2016 and 2017.

“Some progress has been made and BiH is at a crucial moment because it is awaiting the opinion on the EU membership request, and all this will be reflected in the opinion that the Commission will give,” Ms. Matuella added.

Deputy Ambassador of the United States to BiH, Paul Horowitz, in his speech at the conference “Judiciary - the current state and perspectives with an emphasis on the fight against corruption and organized crime”, pointed out that the number of cases of high ranking officials, who have been successfully prosecuted in BiH, is disappointingly low.

Mr. Horowitz also pointed out that the key to the fight against corruption are judges and prosecutors, that is, their expertise, professionalism and integrity.

“The US is still very concerned about the political influence that is widespread within each BiH justice system. That is why the US, together with the citizens of BiH is working to eliminate this negative influence,” he stressed.

The two-day conference was organized by the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC), in cooperation with the Office of the European Union Special Representative in Bosnia and Herzegovina (EUSR) and the US Agency for International Development (USAID).

This is the third annual conference on the reform of the judicial system organized by the HJPC in cooperation with the EUSR and USAID.
