SARAJEVO, May 11 (FENA) – BiH Minister of Human Rights and Refugees Mirsad Kebo and Deputy General Director of the Department for Eastern Europe and Central Asia in the Ministry of Foreign Affairs of the Kingdom of Sweden, Mats Staffansson, signed on Thursday the Agreement on funding the Project “Strengthening local administration in sector of return, recovery, development and housing policy”. The Project of the BiH Ministry of Human Rights and Refugees will be funded by the Swedish Development Agency – SIDA with 741.400 KM, and it will be implemented in 50 municipalities in BiH. Kebo noted that the basic aim of the project is to create long-term capacities in the sector of return, recovery, development and housing policy at the level of municipalities. This envisages strengthening of local administration in the said sectors, building trust and enhancing local government, personnel and technical capability of the relevant municipal services and establishment of a single system of coordination and harmonization of projects between all relevant factors. This is the project that the BiH Ministry had realized successfully in 42 municipalities during 2005. Mats Staffansson stressed that the Swedish Government has just completed defining of the assistance strategy for BiH for the period 2006-2010. The Strategy will support implementation of the BiH Midterm Development Strategy. The Strategy represents a significant turn in the Swedish development assistance for BiH. So far, he said, a half of the budget was spent on return programmes. This will continue to happen in 2006 and partially in 2007, after which the programme of financial assistance for return will be completed. It is expected that in the next five-year period, the level of assistance would remain in the amount of approx. 25 million euros per year. The Swedish development assistance is directed to two basic sectors – assistance in establishment of stable and sustainable BiH and assistance in her integration into the European structures, while the second sector is the support for economic development. “From the very beginning, Sweden has been strongly supporting the process of constitutional reforms in BiH. This and the other reformatory processes in BiH society must be continued. This is in the interest of BiH peoples, who need functional institutions and an ordered state for a normal living”, said Staffansson, who is paying a two-day visit to BiH. (Fena) jc
