Hadžiabdić: CEC distances itself from materials that are not its official stance

FENA Muhamed Hadžibegić

SARAJEVO, February 23 (FENA) - President of the Central Election Commission (CEC) of BiH Irena Hadžiabdić stated at today's emergency press conference on the material that appeared in public that the CEC was distancing itself from the working materials that are not the official stance of the members of the Commission, nor are proposals of decisions for sessions.

She explained that the CEC had been working intensively on the revision of bylaws for two months now and is considering the legal obligations that must be fulfilled, such as that the one that the CEC, after each census, shall proportionally determine the number of delegates in the House of Peoples of the FBiH Parliament who are elected from cantonal assemblies.

“The working material on which the charges were filed was not discussed at the collegium, let alone at the CEC session. In order to form an official proposal of a decision for the CEC session, there is always a number of materials from the CEC's services before the members, and they serve exclusively for consideration and discussion,” said Ms. Hadžiabdić.

Regarding the allegations that the disputed material was prepared by none other than her, along with the Speaker of the House of Representatives of the BiH Parliamentary Assembly Borjana Krišto, Ms. Hadžiabdić said that she had met with Ms. Krišto 20 days ago and that they did not discuss the determination of the number of delegates in the FBiH Parliament House of Peoples, but the possibilities for continuing the work of the inter-sectoral working group, in order for the CEC to learn whether to start revising bylaws or to expect amendments to the Election Law.

She pointed out that only the courts can decide on the allegations of illegal and unlawful work of the CEC, and that in 98 percent of the cases the CEC decision was confirmed as valid and legal.

“Although there is a possibility in the law that the CEC, after each census, determines the number of delegates in the House of Peoples of the FBiH Parliament, they do not need to do this if the Parliamentary Assembly of BiH does this by itself,” said Ms. Hadžibdić.
