Blagovčanin: Still no qualitative step forward in public administration reform

SARAJEVO, May 17 (FENA) - Transparency International in Bosnia and Herzegovina (TIBiH) in cooperation with the Center for Investigative Reporting (CIN) today organized a conference on "The Perspective of Public Administration Reform in BiH", at which a publication will be presented titled “Perception of Public Administration of BiH 2017”, as well as TIBiH’s annual report on monitoring the reform in BiH.

Participants will exchange opinions on the results of public administration reform and future activities, in line with the new strategic framework for public administration reform and the recommendations of civil society.

TIBiH Chairman Srđan Blagovčanin said ahead of the conference that today event was an opportunity for summing up the results of the public administration reform, which TIBiH has worked together with CIN for over four years.

“What we have to conclude is that substantially, a qualitative step forward in reforming public administration has not happened. We had the opportunity to see that citizens have an extremely high level of distrust towards public administration. Citizens see as the most problematic points in the work of public administration the employment process itself. Through other activities, TIBiH has received a large number of complaints about public employment recruitment processes. What is important at this moment is to point out that the first next step is to adopt a new strategic framework for public administration reform,” emphasized Blagovčanin.

Coordinator for Public Administration Reform in BiH Dragan Ćuzulan said that the reform of public administration is a process that will surely take a while and that it is still uncertain when it will be completed.

“We must understand that this is a process that has not been completed in Germany and some European countries. There are always some new upgrades. What is worrisome in BiH is that we are in a phase that is not satisfactory,” said Ćuzulan.

He says that the key two issues are political will for the process itself and then the fragmentation.

“There are cases of political obstruction in BiH when it comes to public administration reform. What is crucial is that public administration reform is in the interest of citizens as well as the economy,” added Ćuzulan.

Director of the Swedish International Development Agency in BiH Marie Bergstrom said that Sweden strongly supports BiH's path to the EU and that public administration reform is of the utmost importance, as citizens want to get better public services and for them to be more effective.

The conference was organized under the project "Monitoring the Public Administration Reform in BiH”, which is financially supported by the Swedish International Development Agency and the Government of Denmark.
