OSCE Mission to BiH determines lack of coordination for migrant situation

SARAJEVO, September 25 (FENA) - OSCE Mission to BiH presented today Assessment of the migrant and refugee situation, which showed that relevant actors in BiH are insufficiently coordinated and prepared to respond to the current situation regarding migrants and refugees.

That is why the competent institutions expect four key issues to be solved by the end of the year.

"Those are securing heating, ongoing food and hygienic supplies. Furthermore, there is an issue of access to secondary and tertiary health protection, which is not systemically solved in the state. Namely, issue of primary health protection is only partially covered through agreements Ministry of Security of BiH signs with health care centers. There is currently 71.000 KM which the Clinical Center of the University in Sarajevo does not know who to charge for medical services performed for migrants in BiH," said Head of Sector for Refugees, Displaced Persons, Readmission and Housing Policy of Ministry of Human Rights and Refugees of BiH Medžid Lipjankić.

Taking into consideration the situation with migrants, activities have been launched to reallocate funds within budget of the Ministry of Human Rights and Refugees.  

Fourth challenge for the competent institutions is securing quality registration of people in area of BiH and use of asylum procedures in full capacity.

Recommendation of the OSCE Mission is to improve data collection and management to secure efficient monitoring of the situation.

Head of the OSCE Mission to BiH Bruce G. Berton said it is necessary to establish efficient communication network to properly transfer information on local, cantonal, entity and state level.

"It is necessary to adjust support to migrants and refugees by securing access of sufficient number of trained and qualified staff, including translators and cultural mediators. Regular coordination meetings should be arranged with international organizations, embassies and main active non-governmental organizations to discuss the most recent events and financial needs," said Berton.

The OSCE Mission thanked UNHCR and UNICEF for their support and contribution in making the Assessment, which offers detailed overview of activities by key actors on the field and recommendations for finding better solutions for increased number of migrants and refugees in BiH.
