Russian Federation rejects to give its consent to the PIC SB conclusions

SARAJEVO, December 5 (FENA) - Political directors of the member states of the Peace Implementation Council (PIC) Steering Board in Bosnia and Herzegovina called after a two-day session for urgent establishment of government with the aim of implementing the October election results.

As the High Representative in BiH Valentin Inzko informed the journalists after the session, the Russian Federation did not give its signature on the conclusions of the PIC Communiqué, but said that Russia remains an important partner of the PIC.

He explained that there are several things in the conclusions that Russia does not agree with, but reminded that it happened earlier for the Russian Federation to exclude its opinion on some of the conclusions, but this time they decided not to give consent to the communiqué in its entirety.

Inzko noted that BiH must urgently make progress in terms of electoral legislation so that the transparency of the election process would be at a satisfactory level.

He added that RS has completed the formation of power before it has been done at the FBiH or the state level.

As Inzko said, the way in which deputies are elected to the House of Peoples of the FBiH Parliament remains without a clear formula, which is why the PIC expects further delay in the constitution of the House.

The High Representative in BiH did not want to speak hypothetically about how the Office of the High Representative (OHR), as the guarantor the Dayton Peace Agreement, would act, and what might happen if the Central Election Commission (CEC) decides to apply the 2013 census for the implementation of the election results in connection to the House of Peoples.

He only reiterated that the Annex VII of the Dayton Peace Agreement was not yet been fully implemented, which is why his opinion is that the 1991 census should be applied.

Also, judging by the practice so far, he believes that it can be expected that the formation of the new Council of Ministers' convening would be postponed and that we will wait some more for the establishment of the government at the state level.

Asked by reporters on whether the international community would change its approach and attitude towards BiH in terms of using the Bonn powers, Inzko said that the times of Paddy Ashdown and imposition of decisions are long gone and behind us.

He also commented today's green light for activating the Membership Action Plan (MAP) for BiH, stressing that these are positive messages for the country and that they are in line with the aspirations of Bosnia and Herzegovina.

"BiH has all the elements in its hands, but if it wants to be a member of NATO, it has to show that it can make key decisions," concluded Inzko.

The PIC called on political leaders to speed up the completion of the responses to the European Commission Questionnaire, implement social and economic reforms, and ensure the rule of law.
