More police officers needed at BiH border due to increase in illegal crossings

SARAJEVO, May 21 (FENA) - Representatives of the BiH Border Police, the Ombudsman for Human Rights of BiH and the OSCE Mission to BiH discussed illegal migration on Monday and concluded that it is the high time that the BiH BP gets adequately equipped and strengthens its operational capacities by employing more police officers in order to increase its efficiency.

The meeting was a chance to tackle the problem related to illegal migration from the point of view of possible human rights violations, and in particular, the participants of the meeting talked about the premises for retention in the organizational units and the institutional capacities of the BiH Border Police in general.

The management of the BiH BP has presented the way in which the police agency functions, the competencies and organization of the police agency, and the problems faced by police officers in everyday work, with particular emphasis on poor working conditions, infrastructure at border crossings and inadequate number of police officers.

They pointed out that the BiH BP informed the competent authorities about these problems in a timely manner in the past several years.

It was noted that in the first five months of 2019, the number of illegal migrants has increased, especially of those coming from high risk migration countries, compared to the previous year, which additionally complicates the situation at the border, and therefore in the country as a whole, and that BiH BP still has almost the same capacities.

Representatives of the BiH BP also emphasized the security problem due to the difficulty in identifying the migrants' identities during the illegal crossing of the border.

The meeting also focused on the use of police powers, as well as the need for a different regulation of individual institutes with new normative solutions in the area of ​​movement and stay of foreigners.

They also referred to the realization of certain rights of employees and retirement, salary increase and improvement of working conditions for the members of the BiH Border Police.

The Human Rights Ombudsman Institution of BiH has shown understanding for this issue and expressed full readiness for assistance in creating a more concrete legislative and legal framework.

They jointly concluded that it is high time for the BiH BP to be adequately equipped with reinforced operational capacities by admitting additional police officers in order to increase efficiency.

Representatives of the Ombudsperson Institution for Human Rights in BiH and the OSCE Mission to BiH expressed readiness for additional education of police officers, and that they will make available their capacities for the conduct of specialist trainings.

In order to tackle the complex situation at the BiH border with the current capacities, it is necessary to put at disposal all the available capacities of all police agencies and other bodies in BiH, it was pointed out at the meeting.

The meeting was attended by Director of the BiH Border Police Zoran Galić, his deputy Fahrudin Halač and the assistant director for organization and operations Dragan Kulić with his associates, Ombudspersons for Human Rights in BiH Jasminka Džumhur, Ljubinko Mitrović and Nives Jukić, as well as representatives of the OSCE Mission to BiH Lejla Mamut, Inela Hadžimšić and Sanja Fitzgerald.
