Džaferović: There were no conditions for extraordinary session of BiH Presidency

SARAJEVO, August 27 (FENA) - The BiH Presidency member Šefik Džaferović Sefik confirmed that today all three members of the BiH Presidency agreed not to hold an extraordinary session at which the appointment of the BiH Council of Ministers Chairman was one of the items of the agenda.

“The reason why I do not think that the session should have been convened is that the conditions have not been met, that is, the Annual National Program (ANP) issue has not been resolved.

There is still room for an agreement in the next few days, to find a solution, namely the adoption of the ANP and the appointment of the Chairman of the BiH Council of Ministers, which is not at all a controversial matter, even when it comes to a political party or a candidate,” Džaferović said.

In his view, the bottom line is that there is no willingness, first and foremost, with the member of the BiH Presidency Milorad Dodik to respect the laws of this country.

“We have to respect all the laws of our country, including the Defense Law and the 2009 ANP Presidency decision, as well as the Law on the Council of Ministers of BiH. All this together comprises a package from which it is impossible to take whatever suits you and reject what does not. So, we can all have different views on the solutions we have within BiH, but until we agree that we have some other solutions, that is, until the BiH institutions verify them, they are here as the laws in force and we must respect them all, regardless of whether you agree or agree with them or not,.” emphasized Džaferović.

He confirmed that Dodik said at today’s interrupted session that, unless there was an agreement by September 5, that “Republika Srpska Assembly would be convened to discuss the withdrawal of consents for the state-level competencies related to defense issues, the High Judicial and Prosecutorial Council (HJPC) and the BiH Indirect Taxation Authority.”

In this regard, Džaferović pointed to the fact that "no one in Bosnia and Herzegovina should not and cannot threaten anyone."

“Even though I suggested refraining from such behavior, we will see how things will go,” Džaferović warned.

He praised the Agreement signed on August 5, because, as he said, it is clearly stated in it that everyone is committed to respecting the existing laws and decisions of the state institutions.

“In that sense, there is a reference to the advancement on the NATO path for BiH, then the NATO Integration Commission which should prepare drafts and proposals to be submitted to NATO. When you look at it, it is quite clear that the ANP is contained there as well, so to me, there is no dilemma,” Džaferović said.

He confirmed that the formal withdrawal of the RS consent from these agreements or arrangements would not mean anything, adding that the powers transferred to the state could be restored to the entities only with a decision of all those who participated in it making, namely, both of the entities and the state parliament’s decisions are needed.

“However, this could complicate the situation within BiH and I think it would not be good for either the entity of RS or the Serb people living in that entity,” concluded Džaferović.
