Šabotić: Those who impede fight against corruption must be singled out

BANJA LUKA, September 4 (FENA) - The new Anti-Corruption Strategy in Bosnia and Herzegovina for the period 2020 to 2024 will identify enhanced measures of active repression and prevention necessary to detect corruption offenses and to include the entire social communities in the fight against corruption.

Work on the document began with a two-day gathering of a working group in Banja Luka, in addition to representatives of the Agency for the Prevention of Corruption and Coordination of the Fight against Corruption (APIK), which is responsible for drafting the new Strategy, representatives of anti-corruption bodies at other levels, non-governmental organizations and experts.

The Director of the Agency for the Prevention of Corruption and Coordination of the Fight against Corruption in BiH, Hasim Šabotić, emphasized that the intention is to introduce fight against corruption in the private sector, as well as the sectoral fight against corruption, bearing in mind the constitutional competencies in BiH.

He emphasized that the existing Strategy is well structured but not sufficiently implemented and did not produce enviable results.

“This means that the reason is human factor,” Šabotić added, emphasizing that if there are no major results in the fight against corruption in the next year, it will be necessary to publicly say who is to blame and who does not do the job well.

Executive Director of Transparency International BiH (ITBiH), Ivana Korajlić, said that the non-governmental organization insisted on eliminating the shortcomings pointed out by the still valid strategy, which, she believes, only gave results at technical level.

Korajlić believes that the so-called prosecution of "major cases" of corruption will occur when the judiciary is more independent.

EU IPAK Project Team Leader Zoran Jačev presented recommendations for the preparation of a new Strategy, namely sectoral anti-corruption, policies and measures that will strengthen the detection and repression of corruption and clearly define the anti-corruption system in BiH, as well as relations between the Agency and other acts of corruption.

“It is necessary to include a sectoral approach in fight against corruption, which means concrete measures in health care, education, in areas that are the most important for citizens,” said Jačev.

The Strategy is planned to be completed by December and submitted to the Council of Ministers for consideration.
