TIBiH: Strengthening corporate governance through anti-corruption programs

SARAJEVO, September 17 (FENA) - Transparency International BiH organized a conference called "Strengthening Corporate Governance of Public Enterprises in BiH through Anti-Corruption Programs" in Sarajevo today.

The conference presented the results of an analysis on the situation in public enterprises in BiH, with a particular focus on existing mechanisms for preventing and combating corruption in public enterprises in BiH.

Dutch Ambassador to Bosnia and Herzegovina Reinout Vos said that "conference is not only about fighting corruption but also about the future of this country".

“We are all aware of the importance of the fight against corruption in this country as well as the importance of public enterprises. Good and functioning public enterprises are of the utmost importance, whereas, corrupt public enterprises cause a problem. Recently, we have witnessed how large public companies such as 'Aluminij' have been destroyed precisely because of corruption. Also, we have the opportunity to see a large number of young talented people leaving this country, disappointed to see and face these problems. However, there is hope. We can see what the Government of the Sarajevo Canton is doing in fighting corruption, especially in the area of public procurement,” Vos said.

Transparency International BiH Executive Director Ivana Korajlić said that TIBiH has recently conducted more research related to the work of public enterprises, focusing in particular on transparency in work, business independence, process management, decision making and existence of internal mechanisms to prevent corruption.

“Also, a survey of transparency of public enterprises in BiH was done, where we tried to rank public enterprises how transparent they are, especially when it comes to financial operations. We stated that we have problems with politicization, with a completely disrupted way of choosing public enterprises, as well as supervisory boards and directors, to the lack of internal capacities, controls, basic mechanisms to prevent any abuse and corruption,” said Korajlić.

She added that through this project, TIBiH is trying not only to criticize everything that is negative, but to work directly with public enterprises.

Director of the Agency for the Prevention of Corruption and Coordination of the Fight against Corruption, Hasim Šabotić, said that corruption in public enterprises is not negligible.

“According to the reports we have received in recent years, the situation in public enterprises is not much different from other areas. In this regard, we support introducing anti-corruption mechanisms through a system of anti-corruption programs and transparent reporting on public procurement and other segments in public companies. Representatives of the Agency have participated in the preparation of anti-corruption manuals and development of integrity plans in public companies,” said Šabotić.

Representatives of relevant institutions in BiH, public companies, international organizations and civil society and media organizations attended the conference.

The conference was also attended by representatives of the World Bank, the International Monetary Fund, as well as representatives of public companies that actively participated in the implementation of activities in the past period.
